How about this?
Add a few more systems in some hotspots like... Theta (close to eta jumphole) for the corsairs and outcasts, One in Kusari, one is Bretonia, one in Rheinland, and one in Liberty. (hear it out)
Then get rid of the Connecticut/Newyork jump hole. Remove the bases in Connecticut, and have the one way jumpholes from all the systems to Connecticut. And have bases at the individual systems, for people to dock on.
This means that Connecticut is now accessible to everyone, without it being abused by traders as a shortcut.
Only downside is Connecticut itself might be a bit crowded, but atm it seems like its a bit underused anyway, and everytime you die, you have to make another jump into connecticut.
It's very possible to do one-way jump holes. Remember the "In System jump hole" from the single-player missions? The only reason it is two way now is because Igiss opened up the other end.
I still don't like the idea of No exits, though. I just know some people are going to stumble in there and just beg the admins to get them out because there are no exits and they don't want to die...
Removing the Alaska gate in 4.84 was a mixed blessing. Sure it made RP sense and cuts down on power trade routes (remember the Manhattan/FP11 run in 4.80?), but it also makes it harder for some people to get to Connecticut (Outcasts and Corsairs in particular.)
What might be simplest is to use maybe a dyson sphere model to enclose parts of conneticut and have JHs leading to the respective systems or putting a mine field engulfing those JHs
Wonderful idea, but the Dyson Sphere is just a backdrop, not a model.

The exterior wall is solid enough, but it's one-sided and only goes so far. Head to Omicron Major and look for yourself. You can get to the edge of it if you go for a minute or two and if you end up behind it, you can see right through it, but not pass through it.

Or leave the JH to New York and put jumpholes to all systems. What stops powertraders? Minefields between each "sector."
From what i've seen, conneticut is just an OORP system on a RP server. It's a bit out of place, when a good system chat is ruined by something like "//come to conneticut I want to test my guns".
Personally I say remove it. It shouldn't really belong here, and guard systems can be used for pvp training purposes. If a player wants to be oorp, he/she can play on another server perhaps?
