It's a Tribunus with sci data engines, yep

Same, that also happens to my BCs.
They are LABC with Cultist Red Engine, BBC with Cultist Blue Engine, and kusari BC with the green one.
Now they have 999 implused speed, and unable to maneuver.
I believe there is something wrong with sci data engines.
