Correct. Even if we wanted to, we obviously can't stop players from organizing House/Government Discords or whatever and discussing things in there, and making the communication with staff a formality.

its possible, but why not just settle on approving government posts through the forums, since that seems to be the intent?
if someone really wants to audit governments just ask to come to their discord

Then allow them all into this new chat so everything is transparent and no behind the scenes discussions are required.

people are worried about schemes in private, why not just welcome everyone? making governments an "OF perk" just seems like a lazy way to handwave unofficial factions involvement (haste has already indicated to me that he'd want others involved)
Realistically this will only really work if the Staff are dedicated to the concept. Otherwise it's just extra beaucracy. Inevitably players are also still gonna make their own cliques within Govs anyway.

I have severe doubts for GalGov. We ran it as an Assembly, with votes and advisors to make sure it will not impact the playerbase. We had unofficial factions reps, unofficial lawful reps, also weighing in, so that they also have a voice in the Assembly. Many decisions were modified to fit with the rest of the faction. We even had third-parties from other horizons, who played in Gallia but were not part of factions, to weigh in, and give us insights. Nothing was perfect of course, nothing is.
A single person, not gonna name them due to the controversy, will now represent a House, from what I see. And each decision, will be subject to a long review. The staff complained about being overworked? They just gave themselves overtime - grocery store overtime. Licenses will take a while, responses between inRP reps. will take a while: before, it worked well, and I have, and I questioned few others (ex-) members of other governments, that no incident warranted such a response.
IRL, governments are made of people elected, directly or indirectly depending on their separate laws. I believe having representatives of factions, like we used to do, and were proud to do so for an ENTIRE YEAR, is something to think about.
For me, I am against this change due to how the unOF, unlawfuls, and unlawfulOFs are not represented. What if this said person, who is, essentially, in its very definition a despot [for Gallia] (alongside how the staff now leads the government, so add an "s" to it). I am saddened, that my goal of trying to make Gallia better, we finally made the laws, we finally made the licenses. In short, I am disappointed.
For legal reasons, this is an opinion. Please do not take it as an attack or anything, take it as face value. If you want, it is a critique: no strong words were used, no critics of persons were realized. I am simply criticizing this decision.
Full disclosure so it doesn't seem like staff dictate everything now - it's actually me pestering staff to make sure everything is in line with canon and story and econ plans, not the other way around.
And.... One logical step to making this actually believable as a working paradigm would include making it a rule that any Staff members making these decisions may not also be an OF leader. (not that I believe it would make any real difference) Otherwise, this approach only leads to a widely held belief that Staff/OF's are colluding to empower their groups. This concept has taken down multiple mods before this one, mostly because that widely held belief turns out to be well founded eventually. And even if it's not true players will believe it anyway. Staff controlling RP inevitably has a chilling effect on player interaction. Human nature is irrepressible, and even if well intentioned and perfectly executed, (which is very unlikely) enough of the player base will find faults to be outraged about and this plan will eventually become an acid-rain that dissolves this community. Those considering being a part of it would be better off just dropping a grenade in their shorts right now.
