My name is Lilianne Daphne Rose and as Archcaptain of the Gaians) movement I am honoured to write this message to you.
Due to the hitherto neutral relationship between our communities, we would like to request permission to build a base in the Coronado system in Sierra Vista Nebula (sector H5/6). Our request is motivated by our desire to establish closer friendly relations with your republic and the need to have a base in a completely neutral area where our scientists and pilots could recuperate in a break from fighting for the laws of Nature.
We also request information on how we can properly formalise from the legal side obtaining permission to build a base in your system.
In addition, in return for the building permit, we are prepared to provide assistance to the people of the Republic within our capabilities.
It is unexpected for a Gaian cell to contact us. Much less wishing for us to sanction a foreign terroist cell within our capital system. You are going to have to be very transparent with your intentions about this instillation. You being bold enough to approach us makes you different from other Gaian cells. Perhaps more meat on your bones. So I am willing to listen as to why you have such an idea.

The idea is a logical consequence of our astrophysical position. We are intolerable in Britannia and Liberty, the BAF itself unfortunately also has an outpost in our Edinburgh system, which causes us some problems. If we tried to build a station quietly in either of these two houses or the independent systems between them, we would probably very quickly discover enemy fleets on the station's doorstep who would want to destroy us. There are too many variables in the Taus and Omega systems that do not give us enough security guarantees for a rehabilitation and storage facility.
So we decided it was worth contacting you, as from the information I have, we are neutral towards each other, even if you don't exactly like us. Ships belonging to my Gaians) cell do not attack any ships (whether warships or transports) of the Crayter Republic and so far we have not had any conflicts with your forces. Having a legitimate base on your territory would give us confidence that no one unexpected would attack it just like that.
We plan to build a second level outpost with two Bulk Storage Modules for food, water, oxygen, hull panels (which, for base maintenance we would buy from you from Sabah Shipyard) and medical equipment. Later we would install a Hydroponics Bay to simplify supply logistics and a MOX Plant, for which we would also buy Toxic Waste from your shipyard.
So, as you can see, Minister, our base can only have a positive impact on your economy, and as I wrote earlier, we are ready to provide assistance to the Crayter Republic nation to the best of our abilities.
The Quorum has been in deep discussion about your plight. Past prominent gaian cells have not had good relations with the Republic. The quorum is willing to see you as an exception, and aid you in your plight. We once felt the same about being separated from the Houses as you do now. Though you may know us to be very closely tied to the crown of Bretonia, we once warred against them long ago. In the first Tau war. None of the Houses will ever be trustworthy, they lack morals behind the faceless millions with corrupted greed that controls them. We will shelter the operation but under conditions.
The Quorum requires information about what nature of "who" and "how" the Gaian) movement are rehabilitating.
The use of Crayter space and risk the Gaians) shall pay an one time payment of 5,000,000 credits to =CR=Treasury .
The base will be seen as a legitimate base within the Crayter Republic system of Coronado and will have full rights within the Republic.
The location must be someplace else than H5/6 but still within a nebula.
An explanation of point 4. The area you look at already facilitates a business with high traffic and in interest of the Quorum. It will be too close to the eyes of the public, and too high of risk for the Republic. The houses you seek to hide from will easily find you there. I'm sure these terms will be acceptable for the better of the Gaians) movement and the Crayter Republic.
