It has been quite some time since we have met or talked to each other...
In these days, I turn to you with a...well...unusual request which is quite important for Bretonia's safety
As you may have noticed, the Bretonian industry can barely fulfill the needs of our fleet and our planetary divisions. Our companies are busy all over our Kingdom and the whole Sirius space, but supplies are never enough. Therefore, we're always in need of specific raw materials and military equipment. If you got some amount to spare, we would be very pleased to accquire said commodities via the Bretonian Merchant Navy.
This is why i would like to negotiate some specific points, concernig our passing rights through Kusari house space, aswell as specific ROE (Rules of engagement) for our forces operating in your space.
Article 1:
All BAF|MN- tagged ships are allowed to enter Kusari space of influence, as long as it is their task to transport high-priority goods for her Majesty's war effort. The type of commodity may vary, destination and purpose will be mentioned in the transport order, carried by the convoy leader.
Article 2:
BAF|MN- convoys may be escorted by various types of vessels, depending on their availability.
These convoys may consist of:
- Transports
- no limit
- Fighters and Bombers
- depends on availablity, but no limit
- Armed Merchant Cruisers (AMC, Palace class liner)
- 2 max.
- Gunboats
- only on Convoys with 3+ transports, only one at a time
I would like to add our flagship HMS-Dorsetshire here. The ship is mainly deployed for long range patrols and escorts in the Tau systems, but I would like to ask for permission to enter Kusari space if needed.
- Destroyer BAF|MN-HMS-Dorsetshire (flagship)
- only on Convoys with 4+ transports, only after former announcement, otherwise on waiting postion in the TAU regions
Article 3:
BAF|MN- forces will not act in any offensive action, except the local military or police does ask for assistance.
Article 4:
BAF|MN- forces will only use deadly force in act of self defense
Article 5:
Convoys may leave Kusari space towards space belonging to none of the signing factions only with EMPTY cargo holds (general supplys for the ship's crew are excluded), except a treaty or contract requires them to leave Kusari space while carrying cargo.

The Kusari State Police Commissioner respectfully wishes to share his opinion on this request for access to the physical space of the Kusari Empire by the Bretonian commercial forces, known as BAF|MN, with the possibility of being escorted by vessels with possible firepower.
As for the intentions, there is nothing that can be said in which the Kusari Empire could criticize the aid to the commercial system of the Crown of Bretonia, our ally since ancient times.
In the aforementioned document, in the Kusari State Police's action plan, there is only one reservation regarding the destroyer, that is, if a convoy requiring such security is scheduled in advance with the appropriate vessel, the KNF and/or KSP forces must accompany the commercial convoy from the entrance to the exit within the Kusari space.
We suggest a second reservation regarding the request;
It was mentioned that the destroyer could be stationed in the vicinity of Tau, and it is understood that Tau 29 is under the sovereignty of the Kusari Empire. Therefore, a ship of this size would be authorized to standby only at Tau 31; unless the request is authorized by the Kusari Government to allow it, but if such permission is not given, access to Tau 29 will not be granted, and it will remain on standby at Tau 31.
Of course, if permitted, with a timely response from both the Kusari security forces, the so-called KNF and KSP, and even the KOI, everything is possible according to the will of the Kusari Emperor.

The Admiralty received and reviewed your proposal in accordance with Ministerial guidelines. With previous arrangements and permits in mind and our continued journey back to that of friendship between our nations, the Admiralty decided to grant your request until the end of 834 AS with one notable exception: The HMS-Dorsetshire will not be granted access to Kusari space beyond the trade lane connecting the Tau-29 Gate and the Tsushima Depot.
Please inform your units that cloaking devices are generally not permitted and that any Kishiro jumpdrive systems already integrated into your fleets need an additional license. If the Bretonian Merchant Navy ever requires transport vessels to operate with cloaking technology for specific tasks, inform us 48 hours in advance so we can arrange temporary exceptions.

I have read your answers to the requests of the Kingdom of Bretonia and i may ensure you that HMS-Dorsetshire will not enter any yard of the space mentioned in your orders. If the Dorsetshire operates in mentioned systems, I will be the commanding officer of that ship personally, so I will make sure, we will have a proper clearance for the surrounding systems and if not, we will stay outside.
For all of the other points I requested and that you granted, I wish to express my heartfelt thanks to you for this great opportunity to strengthen the relations between our houses.
As for the communication between our authorities, I would suggest to form a permanent communication structure, possibly via the official diplomatic channels, if you are fine with this?
