Over recent months, the Fleet has undertaken a joint collaboration project in constructing a new modular station, Springfield Station. The purpose of this communication is to cordially invite your respective organisations to tender for the provision of supplying the installation, by means of a supply contact.
I have attached the pertinent requirements and respectfully request that these be completed and attached by reply.

B - Expectations:
Being a highly secure Naval Installation, we've stringent expectations of prospect suppliers. These are:
1 - The Liberty Navy expects timely deliveries. Allowing for up to, but not more than TEN percent (10%) degradation to the installation. Can you guarantee this?
2 - The Liberty Navy expects timely reporting and delivery of shipping manifests. Allowing up to 24-hours for full submission of such manifests. Can you guarantee this?
3 - The Liberty Navy expects all respective personnel to conduct themselves with the upmost professionalism, at all times.
4 - The Liberty Navy expects all respective personnel to follow the direction of Naval Officers assigned to Springfield, at all times.
Prospective Projects:
The winning corporation of this tender submission will be invited, at a later date, to discuss further expansions and projects.

The Liberty Navy reserves the right to:
- Revoke access to Springfield, without prior warning, for any breaches.
- Issue fines for any breaches of law, of any article, under the full extent of Liberty Law.

I am Zachary Hagen, Vice-President of Ageira Innovations, Engineering Solutions, and Logistics. We at Ageira Innovations are always keen on cooperating with any of the Liberty forces, we are thankful that you still trust our abilities. However, our hands are tied with our newly deployed installation "Black Hills Ammunition". I hope this doesn't leave a sour taste in our relationship and we can cooperate on another occasion.

Howdy Admiral Kemp-Smith.
I'm glad you're thinking of us when considering budgets for new operations. However, before committing my people, I figured we should do a bit of digging to explain my estimate.
In order to accurately estimate the value of the contract, you need to decide what your station's primary imports are going to be. I would rather not rely on our own refineries as the benchmark, as we demand a steady supply of various goods, which all cost a pretty cred't, if I may say so. But for now, let's focus on the regular wear&tear, and the crew resupply.
I've had my folks run the numbers, and below you will find them for Red Rock Refinery, registered in Colorado (Denver orbit). I've been told that due to your position deeper in the system and therefore further away from Manhattan than we are from Denver, a 25% increase may be applied to those goods. However, due to your closer position to Fort Bush and its enormous distribution volume, you save all that money back on the reinforcement materials. Based on these estimates, Red Rock Refinery requires ~8 mil credits monthly to maintain, without accountin' for our other imports and projects, which require additional personnel.
Now this number directly relates to our contract, as I don't presume to require that you folks hold to the same replenishment bonus schedule. After all, if you did, you probably wouldn't even be askin' us for assistance, eh? Instead, think of it as the upper bound of investment - whatever the difference between this number and your own estimate, is what we would be askin'. Minus some discounts of course, seein' as you're the ones keeping us all safe and all - say 20%. Therefore, if your monthly estimate is 5 million, I would request 3 x 0.75 = 2.25 mil for my folks to haul the resupply, and so on. In fact, how about we assume this number for now, and re-negotiate in the future if that proves necessary.

One more thing Admiral. I realize you folks like doin' everything by the book, but the shipping manifests reportin' is a bit too much red tape, even for my people. I'm sure most will be able to keep to a consistent schedule, but I wouldn't penalize those who make the deliveries and only log it on their vessel. I propose that we be allowed to submit such logs monthly, alongside any reports my people choose to create. You will then be able to compare all logged amounts against your own delivery logs, and if any discrepancies arise, we'd deal with them as they come.

I would also like to address your remark regarding our reporting requirement. Yes, the Liberty Navy has strict and stringent requirements for purposes of reporting. I would propose a bi-monthly report, which will need to be properly documented and formatted. I hope this is this agreeable, Mister Rolf?
Your initial estimate falls within our budgetary requirements, so I think we shall proceed on this initial basis. If this requires adjusting in the future, we can arrange the appropriate financials, as required. If you could draw up the appropriate paperwork and attach by reply, I would be most grateful.
