Circling back to the original post here, instead of discussing PoB attacks of old.

My bad for bringing up a specific instance - let's stay on topic.

The flow chart is very nice indeed. Very easy to follow and understand alongside the other details provided. There is also one other element that's not exactly mentioned that may be important. Simply "contacting the locals" if you're building in the Border Worlds or Edge Worlds doesn't necessarily mean you're going to be exempt from paying licenses or piracy.

You may do everything correctly, or "right" and your base may still end up being attacked. I guess there's a luck aspect to it aswell.

This is a big takeaway - when you're dealing with other characters handled by other players, there's always an inherent risk (and fun) from the chaos of who you might be interacting with. Everyone has their motivations and expectations, and there's no certainty that these will not be mutually exclusive to your own. Navigating this might be through diplomacy and some bribery, but there's always the chance that when things devolve to violence, you're not the one getting your way.

With everything else involving people, it's not a formula and humans aren't finite state machines to be "scripted" in such a way.

You're not alone in thinking that way. Bounty hunters not being allowed by BretGov to target unlawfuls is baffling to say the least.

Yeah, I almost commented on this as well when I first saw the post. If you build a base in Nomad territory, basically just roll a 1d10 every month, and if you get a 3 or less prepare for a siege. There's no real way to predict it, to predict the strength behind it, or to predict the dedication to it either. It's 100% random chance.

This, I feel, is a question worth considering and expanding on.

Some of the questions that frequently come up when I guide newbies are about POBs:
- what are they?
- are they owned by players?
- how do you make them?
- do they control territory?

The impression I get from these, is that they see POBs as symbols of status and power (when they're more along the lines of elaborate and maintenance-intensive crafting stations).
I wouldn't hold it against them, the fantasy of staking your claim in the vast expanses of the cosmos is a very powerful one... but it's still a misconception worth dispelling, before they embark on adventures they aren't prepared for and end up getting in trouble.

A brief bullet-point list on the chart, explaining what POBs are and are not for, might be a good idea.
