Bug: Liberty Black Market Gunboat sold with he Liberty gunboat forward gun

Reproduction Steps:

• Buy an Inquisitor
  
• Undock from station
  
• Furrow brow slightly at your power core going to sleep.
  

Would have been fine for the Insurgents when they were a thing but it seems a bit strange that a gunboat would be sold with a weapon the target market is not permitted to use.
