I think it would be best to make it follow the name. There could be a slight add-on that the original name (valid when the bounty was placed) would be stored in the ini file in the account directory as well and include it in bounty listing - so if the bounty was posted on forums and the character was renamed people could still recognize it.
I don't think the fact you can only list bounties on online players is a flaw. This actually helps a bit IMO.
We could in later versions place a log of last X fulfilled bounties on a webpage (like we have the online list now http://82.113.48.5/online.html).
In this topic I have seen discussion of the /renameme command costing 5 mil credits. In my opinion I disagree with this. I think if it should cost anything it should cost 2 mil credits(same as a NCC). By the way I will start coding up some plugins that I think will be useful;)

It is currently set to 2M (the plugin default was 5M)
