I heard someone talking about a black hole, but I wasn't sure if they were serious or if they were just making up RP stuff. Is there one in the mod anywhere?
Yep. It's in Omicron-85, the Outcast Guard system. You get hurt there...

As for your question, there indeed is a Black hole in the mod. It's in omicron-85, the jump hole to '85 is in Omicron Alpha. Once in the "Black hole" system, fly straight up. Once out of the nebula, you will see the black hole in front of you (it's at the "top" of the system..)
Be careful if flying directly towards it when coming out of the cloud, for it might make you jump or startle or scare you..
Here's a better way without getting lost in the rocks. Fly straight towards the sun. There's a dockable Outcast Dreadnought there. Once you're at the Dreadnought, go straight up. You'll see a big darkened version of Tekagi's Arch and the black hole. Be advised, though, the system's restricted to non-Outcasts and if your guns hit anything around Corsica you're likely to die.
