But I agree is the police let you land on thier planet I dont see how you are an Unlawful. They would not let a Corsair land on Manhattan.
Again, this is the player factions rules, docking in the game is based on rep, so the NPC's would probably not stop a corsair from docking on Manhattan.
I think most players on here would consider a 10 million tax as too high. That aside just because you can dock somewhere do not mean you should, there are no Corsair NPC's to dock on Manhattan hence the reason Corsairs in Liberty are out of their ZOI. Corsair players are still sanctioned for docking on Manhattan, Junkers are not. Junkers NPC's are free to dock on house planets until they actually stupidly try and demand cargo in orbit and suddenly they light up red to the lawful NPC's and the planet police pop them.
The Liberty Police, Navy NPC's do not attack Junkers on sight. Junkers NPC's are free to dock on Manhattan, Rogues, Outcasts etc are not. Your missing the whole point of what they are, and that is they are a fence, the Corsairs, Outcasts and their allies use them to distribute their illegal products because the Junkers are Quasi-Legal. Smugglers deliver to Rochester and the Junkers distribute their good because they can go where others cannot.

The real question is how is a Bounty Hunter supposed to know whether you are one of the Junkers that pirates or one of the Junkers that dont. And since no one is arguing the fact the Junkers are criminals, the BH is in the right.

No the BH is not in this case, your adamantly defending an undefendable position, which I give you a kudos for :D
The Junkers may pirate but that does not make them all pirates, the Zoners may act in lawful actions but that does not make them the Sirus international police force and does not negate their neutrality with other factions.
A Junkers not unlawful until he commits an unlawful act. The BH have no right to just attack a Junker if they have no bounty on him or the Junker is not in the act of a crime i.e smuggling/pirating. Everyone is in fact arguing that the Junkers are not criminals until they commit a crime.
spear, I must beg to differ but the way the rules identify a pirate is someone who can pirate. I never pirate in my rouge..never. Does this mean I am not a pirate in terms of the way the game works? No it doesnt.
