I'm not looking for spoilers but a part off what we want the Junker Congress to do is "flesh out" a little the conflict with Kusari and the Hogosha and Junkers as well as define our relationships with the Blood Dragons and Golden Chrysanthemums. We need a little heads up on where we stand if we want to describe and set up our "official" faction stance here. So here are question regarding the MOD itself--not player made rules but actual mod restrictions:
Junker ships will not be able to dock Kusari lawful or Hogosha bases?
Is Roppongi to be included as undockable as well?
Will Junker ships be able to lawfully travel through Kusari?
Will Junker ships be considered hostile by the npc KNF and KSP factions?
Essentially will not only the Hogosha but Kusari government be in a de facto war with Junkers?
This will help me in the official faction description and in setting up teams and goals for our members.
the kusari government, navy, and police just view junkers like any other foreign trader - they dont like us, but as long as we dont break the law they generally cant do anything about it. If you're not carrying contraband or pirating, or blowing up knf/ksp npcs or even hogosha/fa npcs, then the KNF/KSP really cant do much.
But, I get the feeling the AFA and Hogosha will come back to life with 4.85 due to the new ships being added, and changes to commodity trading (hogosha might actually be able to turn a profit moving artifacts into kusari from hawaii).
Right now, and in 4.85 to the extent of my knowledge, the only kusari bases that a junker can dock at are roppongi (interspace base), ainu depot (GC base), and kyoto/ryuku (dragon bases). Of course, for the latter two you'll probably want to ask the controlling faction's permission if they're around.
You might be able to get away with docking on aomori as well, as it's a GMG base and they keep the hogosha/FA away, but the GMG dont like junkers all that much either.

I have always said that in RP, Junkers would die if they docked on a Kusari planet or station, because the Hogosha are basically the government, being basically a less legal wing of Samura, and even if they didn't get killed, then the propaganda being spread by the "guardians" of Kusari (Hogosha) would make it so that no one would ever trust you, no matter what you are doing, or how bad the people need what you are selling.

Roppongi is a different type of base. Though you should be able to dock on it, be aware that if a KNF, AFA, or Hogosha is present, they sure shouldn't see you, or see that you're docking there, otherwise Interspace Commerce would be out of business in Kusari because of the political pressure the government would be under from samrua and the Hogosha.

I always thought that they were under high scrutiny from the KNF anyway, but I could be wrong. There is no reason that you shouldn't be able to just pass through, but don't be surprised if the KNF just leave and let the FA and Hogosha have their way with you without ever seeing or hearing anything.

I don't believe so, as they are legitimate citizens of another House, and have t be treated as such in the public eye.
Also, I would say that, unless invited, a Junker would be unwelcome at Kyoto as well. If their leader wasn't eliminated, they would be KNF, and if they were KNF, as they still act like, they wouldn't like you much. The GMG also don't like Junkers all that much, considering all the illegal activity they house in Sigma-13 under the guise of working for ALG. If the GMG saw them in Kusari, expect complete and utter cooperation with the KNF, and maybe even an agreement with the Hogosha and FA, because in Kusari, you are the lowest of the low. Even the convicted Kusari criminals are higher in social standing than you. No one is less honorable and more deserving of death than you. Of course, that's just the honorable Kusari. The GC don't fall into those lines.

i'm looking at what's to be "hard coded" into the mod.
basically the Congress will continue covert action if things are essentially as they are now. if we are full on--refused access to Kusari, we will function as privateers there.

The GMG are present on several Junker facilities (Yanagi especially), and although the GMG originated from Kusari they are not really considered to be true "Kusari" anymore, having spent so long living in space and outside of Kusari. Additionally, the GMG are completely hostile to the Hogosha (and probably by extension, to Samura and the Farmers Alliance), and would likely side with Junkers over the Hogosha. Just how I see it, of course.
As for Roppongi, you should be able to dock there, yes.
