LPI ID'd Camara transport, DSE IFF tag. Cap 8 armor, as good an armament as I can give it... be like a Q-boat. I look like a merchant, but my actual mission is to deal with piracy and whatnot...
LPI ID allows ships 3000 cargo and lower. Yeah, you're good.

Camara has better cargo hold + power + firepower + size than all the freighters around it. Most notably all the faction freighters. It has to have a downside else all pirates as well as lawfulls would fly just that.

True, though its maneuverability is slightly inferior. I don't think you have to worry about all the pirates flying it... Whatever you do, it'll still be a freighter, and most pirates prefer bombers/gunboats/Pirate Transports. Why would they pirate someone for 600 units of cargo when they could pirate him for 3600 units?
Speaking of, the Pirate Transport is easily the best transport for cargo piracy. Relatively small, relatively high cargo space, 7 forward guns, more power than many transports. And it's open to just about any unlawful. It seems to be in the same position as the Camara, except that it gets a CD.
The Camara has 6 Class 5 turrets (all face forward), 13000 armor, 630 cargo, and 36000 power. The Clydesdale has 3 Class 8 guns (good for mounting Debs), 5 Class 5 turrets (4 face forward), 12500 armor, 560 cargo, and 33000 power. The Clydesdale is more maneuverable than the Camara (and most other freighters seem to match the Clydesdale), but the Camara is slender.
Obviously the Camara is slightly superior in most ways, but not extremely so. 6 Class 5 turrets isn't much, if any, greater than 3 Class 8 Guns and 4 (forward) Class 5 turrets. And it is less maneuverable, which counts for a lot.
I would suggest removing the Camara's Mine slot if you think it needs something taken away to be balanced, and adding a CD. Mines are an enormous help when pirating with smaller ships, since a Screamer mine can do lots of damage to a transport (or even gunboat) shield. I use them all the time on my pirate Clydesdale. A Camara with a CD but no mine will be able to be used for piracy, but will not necessarily be the best freighter for the job.
And don't forget, it doesn't matter how good at piracy a Camara is compared to other freighters, it's still not as good as a Pirate Transport.
