Sadly I must say I would enjoy Npc support, I also have a rough idea how it would work, been working on the same type of thing on my Gundam mod. But in this PvP combat style its not practical.
The NPC's would have to be super strong to pose any annoyence to bombers and....L33t players.
And like what was said before, it would have be be awarded by rank not ship. Rank of course...approved by Admins requested by faction leaders.
Besides NPC would scan you none stop and you would grow weary of there noise and shoot them, which later on a rule would be place saying it's OORP to shoot your own NPC's:P
I see some game modules that might be exploited. Here they are.
- game may spawn ships cose to your position
- game may unspawn ships close to your position
- each player who takes a mission from bulletin board is a target of spawned fighters
- weak NPC's. Well this could be a question of money:)How much do you want to spend for your fighters?
- a ship could launch multiple wings in rotation. That means that damaged fighters may be caled back for RTB
But who knows how to trigger all that?

Really it doesn't have to be so complex if you wish I will log my progress of producing NPC support system.
Having the ships go in rotation would be impossible to do. Having them repaired through rotation is even more of a fairy tail. My solution to having the NPC repairs in mounting a repair turret on the ship. Its quick and simple.
And Spawns points can only be from one position, an "X" mount away from your ship, do to the fact that they might wonder off. And never come back:D
Any the Spawning points isn't going to work as you may wish. This will take a while to do but I will put a video up on You Tube if I succeed in making it work Keenly.
Making NPC's better by the types you buy is really redundant. Taking up more space then it is really necessary. Should really keep to one strong NPC support. But I don't know what people would call strong NPC levels someone should throw a number out from me.
Could it be possible to allow player fighters and bombers to dock? It could work like this: The player in the fighter clicks on the other player's capship and clicks "Dock." The player in the capship receives a request to dock just like a trade request or a group invite, which he either accepts or declines. If he accepts, the fighter may dock, repair, and buy ammo just like a normal base only without a bar, commodity trader, and ship dealer. The fighter may return to space at any time. (Unless he reenters a battle, which is against the rules.)
Note: A player shouldn't be able to quit on the battleship and continue later, because A) He'll leave the ship in a different place from where he started, leading to potential abuse. and B) The capship commander might need to make room for other fighters. So if the fighter leaves, he'll resume in space.
It is possible other mods have em, I do wish to see this in Disco but it is lil off topic of what we are discussing here isn't it?
Now In my Gundam Mod I have messed around with the NPC the thing that i'm going to try to do is have the ZPC's be like missiles (By launching standards) Where you press the fire command and a NPC appears if I"m not mistaken thats your goal right?
