I humbly present my credentials.
I am Bo Sun Gen, recently of the Kusari Trade Ministry, and Office of Imperial Contracts. I also represent various Kusaran interests as an advisor to the Council of the Rising Suns. I have been appointed by the Emperor and Admiralty as Kusari's Consul General to Liberty.
The Kusari.Consulate is a Kusaran Liner. She is presently registered as a Naval vessel, but will seek transfer to the ownership of Samura Industries. If permission is granted, the vessel will remain near Manhattan and Newark at all times, and will not involve itself in any way with Liberty's internal affairs.
The Consulate will serve to provide liason between Kusari and Liberty officials; to provide information to the general public regarding Kusari; to serve as a branch office of the Imperial Contracts office, and to advise and encourage those seeking careers with the various major employers of Kusari.
I pray that you will accept my credentials, and allow the Consulate to serve both our Governments through its continued presence in Liberty. We fully recognize that Liberty is on friendly terms with our adversary, Bretonia; and will conduct ourselves with decorum when in the presence of any Bretonian vessel in Liberty space.

As Chief of the Liberty Police Incorporated, I hereby give you permission to use Manhattan orbit for your ship. This is on the proviso that the ship is used for PURELY diplomatic reasons and mounts no offensive weaponry. If either of these terms are broken, we will deal with you personally. Is that understood?

We'd also "appreciate" a certain ... mooring fee. Something to stop the Liberators' weapons systems from having an accidental firing, eh? Shall we say ... 10 million for permanent access? Make it payable to "LPI-Rikers" and we'll say no more.
First of all sir, we appreciate your response. I can assure you that the Consulate carries minimal defensive weaponry. As a cruise liner, the vessel is not designed for offensive purposes. Out of curiousity, though, I would like to know if the Bretonian Embassy ship has similar weapons restrictions. It would seem that all diplomatic vessels should expect equal treatment.
As to your "lease" terms, I will have to contact the Council of Rising Suns regarding the amount, which seems a tad exorbitant for a small section of vacuum, if you get my drift.
The ship will not enter Liberty space until these matters are resolved Chief Willams.

Undefended? HAH! You must be joking. We know what you Xenos lot are like. Don't you worry your little psychotic head, it'll be protected. The LPI'll make sure of that.
Sir, my most humble apologies for missing your previous communication, most remiss of me.
As your government has always been more than gracious in allowing us to keep our office complex of
Roppongi in orbit of the planet New Tokyo, we of course would like to extend the invitation to you for
the use of space around our station in New York.
The rather trivial and underhand matter of greasing certain palms of the local law enforcement is an
embarrassment to both of our honourable institutions, but unfortunately seems to be a necessary evil
in making sure the wheels of commerce and diplomacy turn here in Liberty. I will be making sure that
other higher authorities are more than aware of this.
Please feel free to moor at your earliest convenience, and if you require anything else for your comfort
during the stay, please do not hesitate to contact either me, or any of my staff for immediate attention.

Venerable Willams-san,
While we have every confidence in Liberty's Military and Police, we find it most disturbing that a diplomatic channel was so easily hacked by one of Liberty's enemies, and our Consulate threatened before it even reaches the safety of Manhattan orbit. For that reason, we must respectfully insist upon the complement of Disinfector turrets currently used for the Consulate's defense, or we will withdraw our request for Consular Rights.
Now, that said, while the Emperor disapproves of "usury", he has graciously offerred to make a donation to your Widows and Orphans fund.. They may need warm blankets for the winter.
Should our Consular Rights be granted pursuant to the above terms, we will be accepting the offer of the Inscrutable but Mellow Simon-san for our mooring location. He seems a bit less contentious in tone, if you will pardon my bluntness.
The Kusari.Consulate will hold position in New Tokyo until we hear from you.

I apologise for my tone, sir. Things have been ... hard ... recently. The Liberty Police Inc will be sure to provide the Consulate ship with all the protection it needs. That said, knowing the Xenos' intention to attack your ship we have deemed it acceptable for your ship to be armed so long as it only fires in self-defence. Breach of this will result in your ship being escorted out of Liberty space.
