The transmission flares to life. Standing in centre view is the towering biomech golem that is Chief Arbiter Bishop, from the neck up looking for all rights and purposes like a giant of a man in his mid-forties with only a few minor prosthetics. The rest of him idles in an unsettlingly inhuman manner -- his humanoid exoskeleton betraying its purpose as a mere vehicle for a brain and a pile of organs given a human head and eyes for the sake of social integration.
He stands behind an improvised podium, draped with a piece of black fabric imprinted with the Congress insignia. Behind him, the transparent steel reveals the dim blue nebulae of Sigma-13, punctuated by the odd piece of floating wreckage. Some wreckage is identifiable as remnants of the old Imperial fleet. Other pieces of flotsam are more recent and much more varied in their origin.
He glares into the transmission recorder, before speaking in his calm baritone.

This is a message to all those who would use the services of Yanagi Depot. We are a salvage operation first and foremost. This is why there are salvage teams present, and why we are allowed to remain in system in the presence of such esteemed hosts as the GMG and ALG.
We offer other services such as a trade bazaar and berthing to pilots willing to pay for lodging, and who respect the simple regulations we set out for the safety of our salvage vessels and for the station itself. We have no business with those who can not offer us satisfaction on both these simple conditions.
The rules are basic. If you are able to pilot a single-pilot vessel... especially if you are able to captain a crewed one, you should be able to comprehend these rules.
There is a no-fire zone in effect at all Junker bases, especially Yanagi. The radius is 5k.
Junkers are not to come under attack for any reason. This is our jursidiction.
Any conflicts any party may have with another party are irrelevant. Yanagi is neutral. Yanagi will not be your war zone.
These regulations are to be followed to the spirit of the matter as much as the letter. Abusing any perceived loopholes in the laws of Yanagi will only lead to further regulation and further defensive measures taken at Yanagi. All parties are aware that abuse of our hospitality will lead to ejection by all necessary force. This not only includes blatant disregard of our rules, but also any attempts to circumvent said rules by said perceived loopholes.
For those among you who prefer small words and short sentences, this is an amendment to Yanagi's neutrality policy:
NO ONE will abuse the no-fire zone protocol to gather forces under pretense of using Junker services.
NO unauthorized war vessels of destroyer-class or larger are permitted to loiter in Yanagi's no-fire zone. There are no exceptions. You will moor with the station. You will use necessary services and gather necessary supplies. Then you will remove yourself to a minimum 5k distance from Yanagi.
NO ONE will use Yanagi's fast-detach moor services to launch an ambush on targets in system.
All vessels, regardless of class, affiliation or past dealings fall under this rule. This is Junker jurisdiction. Any caught abusing our regulation is subject to removal, the methods of which will be decided at Congress discretion. Reparations may also be sought. Again, the means of which will be decided on case-by-case basis and will be at the sole discretion of the Junker Congress.
Such a strict amendment has been provoked by recent acts of blatant disregard and disrespect for our generousity. Factions of several affiliations have been using our salvage depot as a forward port to station large war fleets, and conflicts the Junkers can not afford have sprung up due to these factions being of opposing ideological and political leanings.
Sigma-13 is already a graveyard of hundreds of capital-class vessels, from both wars long past and current. Yanagi is not a neutral base to be fought over in an arms race that threatens the current inhabitants. Large war vessels that serve no purpose other than to escalate the scale of conflict have no place at Yanagi.
Hospitality is often mistaken for weakness. Rest assured that it is not.

Lately there's been a lot going on inside Sigma-13.
Obvious, since it's the place where both the Corsairs and the Outcasts come to pry on the ever so rich traffic.
No problem here ofcourse.
Except that there's on thing.
We are in the middle of it.

We like Feedback just like everybody else. Word has it everybody dislikes us, yet no one ever tells us why. I hope you could.

I have been much encouraged by what you have said. I do however still consider the OPG fleet no longer a requirement at Yanagi and will therefore be withdrawing forces to another staging area. All OPG forces of gunboat size will no longer be using your facility. Fighters and bombers may still dock for resupply but if they are not there for that purpose there will be NO loitering of any OPG force withing the 5k perimiter and NO prolonged stays unless invited by a member of the junker congress.
I will of course respect the neutrality of your station with the exception that should an enemy force use the 5k perimiter to harbour large capital vessels. OPG forces will be mustered to remove them forcibly. Providing the other patrons of your depot honour the zone then OPG forces will also honour them. If they do not they will be destroyed.
