Pilot carrying this ID is in the Kusari Naval Forces, who:
* Can destroy traders in Kusari who belong to corporations headquartered in Houses that Kusari is at war with if the trader refuses to drop all cargo and leave Kusari.
* Can trade and escort traders
* Can hunt pirates and terrorists within their Zone of Influence
* Cannot ally with any unlawfuls except:
o With the Hogosha, Farmers Alliance or Gaians
o With the Corsairs against the Outcasts and their allies
* Cannot demand any contraband from anyone within the following systems:
o New Tokyo, Honshu, Kyushu, Shikoku
* Cannot participate in any unlawful actions
* Cannot fulfill bounty contracts
* Cannot use any transports with more than 1000 cargo
Why can they ally with the corsairs (with are their enemy to) against Outcasts? That doesn't makes sense to me. At least if there is a reasonable explanation for it why can't they ally with outcasts against corsairs?
Why can't they demand contraband in their own systems? Are you totally mad? They are suppose to keep that crap away from their home, and now they can't even demand it from a smuggler?
Those two things really confused me, and I would like some clarification.
The KNF are neutral to the Corsairs, like the BAF are neutral to the Outcasts. The BAF/KNF and OC/Corsair wars oddly mirror each other in that everyone's involved.
And contraband is the KSP's job; you wanna stop smugglers, make a police ship.

The Kusari Naval Forces is highly organized and possesses all of the considerable technological advantages inferred by Kusari industry.
They are not neutral, I believe. They certainly will not land on each other's bases and exchange technology in my opinion. Their NPCs still shoot up each other. What is described in the ID is I believe a guideline for the "enemy-of-my-enemy" situation. It's easy to see relations black and white and globalized, but that's not what they really are.

The BAF are definitely not neutral to the Outcasts... I've been gang-raped by both of them at once.
Not to mention being attacked by a Molly-BAF-Nomad coalition... but that's a whole other story.
If they can ally with OC (and no, it's not really a secret to anyone), it certainly makes sense that the KNF could ally with Corsairs.

To be honest, neither should be allied. The KNF should probably ignore any Corsairs as they're attacking Leeds, and the BAF and Outcasts should probably ignore one another as they hit Kusari, but nothing more.
I think between kusari and corsairs is something as shadow deal of ignoring each other,unles one facrion is making troubles inside other faction territory.
Still, if not exactly neutral, most of the time Outcasts are ignored by the BAF. Note the BAF/BPA bounties... none of them cover Outcast ships. Outcast ships engaging BAF are misinformed, I remember chewing quite a few Outcasts out for that while on my 101st, and even exiling a couple. I think Corsairs and KNF are less 'chummy', but I'm not sure there.
Plus, the Outcasts have/had a Bretonian Battleship. We work with them, on occassion.

Hmm... I've kinda always seen these as under-the-table alliances. KNF and Corsairs still have the standard pirate vs. lawful relationship that they should have, but unofficially, the KNF allows the Corsairs to do what they do.
It gets all confusing and political. All of Kusari (including KNF and KSP) is practically controlled by Samura, or it's supposed to be. The Hogosha, semi-lawfuls of Kusari, work for Samura. The Hogosha are also a key part of the Corsairs' artifact smuggling, so relationships between the two are pretty good.
Kusari has a rather corrupt government. It's being run by a company that indirectly works with pirates.
...Wait, what was my point? Anyway, I think that the ID ought to be changed. I really don't think that KNF should be openly working with the Corsairs, or BAF with Outcasts, for that matter. Leave that for the corporations and their sneaky businesses.
