There is canon RP about the pirating there. Rogues come out of the badlands, strike at the trade lane between west point and baltimore, and whenever the cops or lawfuls show up they retreat back into the badlands where they cant be followed.
I can see them doing the same thing at the fort bush / baltimore lanes, where they have a huge dark matter and debris field to retreat into.

Remember SP mission 1? King was flabbergasted that they even got in range of Bush.
But if we use SP RP, pirates would be running like a guinea pig from a cat, its not going to slow down anytime soon.
While I am open to the pirates abilities to roam the Sirius space, but around a House capital is as I've always said, ridiculous.
they shouldnt get within scanner range of military or police bases (15k distance), but it's quite easy to fly on cruise between bases and never come up on scanners for players at those bases.

Its also easy for lawfuls to fly in and out of debris fields and the badlands to 'stalk' people.
Factionized and a number of independents (I hope) don't do that. We're following RP.
It's in RP to pirate any of the lanes in Liberty, or in any house capital. The lanes aren't heavily patrolled, so pirates camp there and take down some traders.
Just because it's Manhattan, doesn't mean no pirates can exist within a x kilometre radius around it. It's stupid to go next to manhattan, yes. But it's fine to be along the trade lanes going out from it.

I understand, but camping the trade lane that exits to Manhattan, and the next ring down the line is just ridiculous however. Just need a bit of self policing.

Why is pirating on those lanes bad? The lanes aren't patrolled, and all of them have a debris field to retreat to in case lawfuls come (RP).
Does that mean pirates can't pirate on the Planet New Berlin -> Dortmund lane, "because it's a capital planet". Or how about the Planet New London -> Dublin Jump Gate lane? You can't pirate there either? Both have nearby debris / asteroid fields.
Believe it or not, lawfuls don't have complete control over their systems (apart from the Guard ones). The house capital planet itself may be heavily defended, but trade lanes aren't.
I usually stay away from sensor range of the last lane at Manhattan because I don't like getting trapped under fire from 3 freaking stations with heavy guns. But I'll admit I sometimes will go zooming past the manhattan lanes on a shortcut if no LPI are around, but technically I'm not hostile to them unless they scan me/see me doing something bad. But, of course, NPCs cheat and shoot me anyway just because I've killed a few lousy convoys. Pah.
a few fighters or bombers i dont mind but 2 gunbpats/ships with 2 bombers or 3 fighters or 5 strike craft total(which i see quite often) that in my books a no no
