Does that mean pirates can't pirate on the Planet New Berlin -> Dortmund lane, "because it's a capital planet". Or how about the Planet New London -> Dublin Jump Gate lane? You can't pirate there either? Both have nearby debris / asteroid fields.
Believe it or not, lawfuls don't have complete control over their systems (apart from the Guard ones). The house capital planet itself may be heavily defended, but trade lanes aren't.
I'd imagine that that the trade lanes from capital planets would indeed be heavily patrolled. Or at least, they would be once a trader was hit in them. Again this doesn't happen due to game restrictions, but I'd imagine a pirate/group-o-pirates/etc so close to a main planet would be very easily detected once they've hit a single ship. Or even with ships passing by. Even with each house at war, I'd imagine the houses could mobilise something to take 'em down?
With that in mind, why have we got mobs of pirates sitting for upto and over an hour within spitting distance of capital planets?
When tradeships can't actually leave capital planet orbit due to pirates camping all available lanes, there is something wrong in my book.
Said pirates could be camping the jump gates instead - blockading the system. Either way, it's up to the lawfuls to deal with pirates, and not game mechanics. It is unfortunate when a trader jumps into New York only to find a system filled with hostile and greedy pirates. There's not much that can be done about that except for there to be a stronger lawful presence, as we know that people won't take the responsibility and log off to create a fairer situation.
Indeed that was a pain in my trader char's butt lately.
I undocked from Manhattan to take Robotic Components to Pueblo. First trade lane - to Fort Bush - disrupted, I payed 1 million credits fee (I actually like it because my trader char is kinda coward taking more care of the cargo and his life than any fame or glory) and headed Colorado. I just jumped out of the gate and I was catched by Xeno forcing me to drop the cargo.
Nice day it was.
Anyway, as the LPI head officer stated, there is some point why LPI or LSF does not come closer to Junker or Xeno or Outcas or any other base - cause by RP convention it's extremely dangerous. The same should apply to unlawful activity near Manhattan. Damn, people, just a bit of imagination is enough to get it, have a bit of sense in the game. Colorado - FB TL is just up to 20k and it's much more RP IMO than just sitting on a third TL ring from 'hattan.
As I said - just imagine. You're unlawful wanting to pirate. Getting next to Manhattan by convention makes all the Navy, LSF and LPI get on your neck, that includes also Navy cruisers and capships (by convention, I repeat). It would be just a suicide! And just because there is no LN player online, and maybe just a few LPI recruits in Patriots or Libby's at best does not mean you can go there and pirate as you want.
Otherwise let's don't pretend we roleplay, let's don't pretend we don't know of the secret Xeno base in Colorado, let's don't pretend that going to Badlands can be dangerous for single fighter. Let's don't pretend anything.
But wait, that's a RP server, right? So pretending is the thing, right?

It's not game mechanics - it's something I call game convention. That means something like - getting close to Xeno base is dangerous, doesn't really matter if there is any Xeno online. Just feel the game and it's current story. The same for unlawfuls getting closer to 'hattan etc.

So what do you propose? That a LPI recruit should now fly a Gunboat instead of Patriot? Officer should fly Cruiser instead of Liberator? LPI Chief should fly Carrier instead of Gunboat?
I see not much sense in that. In fact, LPI promotion ladder is organized in a way it should be - light fighter for recruit, heavy fighter for officer, VHF for seargant etc. Most Outcasts I see in NY are VHFs as the lowest, then only GB or bombers. What can we do? Force to lower their ships to fit LPI roster? Don't think so. It's all about sensing the balance. So, I see the problem is some factions allow heavier ships for everyone while others, like LPI, go through light figthers at the beginning. I don't really have an idea how to solve that.

interms of the lanes you are talking about. no.
most of the traders pass thrugh there, pirates are greedy.
as my xeno. i can disrupt the fortbush manhatten lane, and kill a transport before one or more navy show up to kill me. the navy in NY just go in circles around the system untill someone calls.(no offense)

Obviously, you haven't been stuck in gridlock on I-95 or the beltway when the vultures jump the rails and start holding up cars, witnessed it myself. Reason most of my family back home have carry permits.

Pie-ratting in NY does have its problems.... so it balences out. Bomber squads and swarms of liberators have a way of ending a pirate's day pretty quick.
The capitol systems are unbalanced now.
When I played freelancer first time (1994), it was pretty dangerous to go near any lawfull base, because the navy or police patrols were dagerous for my vanilla stiletto. even to go to the heart of each house was not so easy, so many lawfull patrols, escorted convoys etc.
Now we have stronger ships and guns (bombers, gunboats) but those patrols remain the same. I saw many times that pirate, who pirating me, is attacked by police NPCs, but he easy talks with me and he doesn't care about NPCs. They are simply weak in theirs Patriots with lvl3 guns and lvl1 missiles. They are like annoying flies, nothing more.
Somewhere here I read arguments that NPCs are much stronger near their home systems. but this apply to pirates only, but Police and Navy remain like in vanilla. My proposal is to make lawfull NPCs strong in capitol systems like it is in Galia. Give them HFs and VHFs or even one bomber on a patrol. Give them lvl9 guns. And then we will see whether pirates will be camping 5k outside Manhattan and waiting for easy 'cabbages'.
Pirates in capitol systems should be rare. They should attack traders on the borders of House, in the independent systems like Cortez, Berring, Kepler, where is not so strong presence of lawfulls. But now we see capitol systems are dangerous, often New York is occupied by pirates from every faction. They are talking openly in system chat. In the same time "dangerous" border systems are quiet and safe. The most problem for trader is how to sneak through capitol system, behind it, is safe.
While I do think that this is an issue, I'm going to say that it is not an issue that can actively be enforced. The fact is, pirates pirate those lanes because there is traffic on those lanes. The other lanes, unfortunately, don't really have much traffic, and as a result, little or no ships to pirate.
Just because NY is the physical center of Sirius doesn't really make it above and beyond NB, NT, or NL. When people pay equal attention to the piracy that goes on at certain trade lanes that are so proximal to each of these capital planets, I'll be able to understand the fretting over NY more.

Unfortunately, thanks to a certain incident with a faction a while back, we can no longer control independents. You'll find it is primarily independents who operate these trade lanes... the LR- rarely go to NY unless for a specific reason, and we never really pirate there... especially not now that the LR Dessie was moved.
Rogue, Outcast and Hacker independents who camp those lanes are no worse than the LNS independents that camp our bases. Unfortunately thanks to restrictions we cannot control the people on our own sides, and the people that do this are likely not to be the ones to listen to the requests of someone on the Forums.
