We own only 44 though, but we do have influence throughout the Taus and our ships reach out throughout the Taus.
The Outcasts come alone attacking us, not the other way around.
First of all, Cali is a minor outpost, not a station which can support a myriad of capital ship fleets.
Tau 29? We rarely go to Tau 29, simply because little interests us there.

We are in a state of war with the Outcasts, and anyone who supports their economy is privy to a lot of hate and bullets from our side, and
we'd be idiots not to do so.

If you mean that we're a sizeable force in the Taus, that we have numerous fighter and bomber squadrons scowering the general area for whatever might threaten our interests,

Seeing our moving space has been made very small.

What would you have us do?
Stay all day in tau 44 and kill each other?
If you play a smuggler you have a chance of being stopt by any faction who is against Cardi (this being in there space )
Now the CR have only tau 44 to them selfs seeing IMG haz there own IMG gaurd system.
If i understand you correctly we should trade all day long and only fight when the outcast wish this?

We are last i checkt one of the most targetd factions by the outcasts.
this being mostly Indie's .
The outcast bring the fights to us we dont invade alpha every day every hour because we can.
And still every(99%) outcast entering the tau's scream KILL EM!

Well every side always believes they're right. There's no good and evil side. There's just the victor, and the loser.
We'll of course behave like we're the paragons of humanity as that is the opinion our nation has of itself. Same like many others do. Nothing wrong with that there.
Allying with Corsairs? Well, yeah, we do, but that doesn't make us some sort of moral-lacking people.
The bad experience other factions have with Corsairs, who earn at their expense, see them as evil, but why should a Colonial see them as evil?
They supply us with goods, weapons, and keep one of our main enemies, the Outcasts, at bay from the other side.
It's an alliance of extreme necessity, and good relations were born from it, and it's grown into something bigger.

Your transponders say you are part of IMG, but your ID and your behaviour says different. IMG are nice and friendly guys, who even if don't like you, if you left them peace, they don't bother you.

As for that event i do not know i am quite inactive at the moment. Although this police force idea i have no idea where it has managed to take hold.
Yes we do scans in tau space for a good reason. It weaken's enemy economy, it is that simple. From my idea of RP this seems quite reasonable. The thing people don't like is that it isn't strictly OUR space. True there are a large number of groups with presence in the tau systems. However same can be said for any system in the game. Even house systems have a large amount of different NPC's in thier systems.
Put it this way if the CR tried to trade through Alpha or systems close to it we would expect to be pirated as a lotta people around there might not have a good view of us. They would want to weaken us. Which is fair enough. They would do this by either blowing our ship to hell. Or forcing us to drop cargo. Possibly with a financial levy.
What we do in tau space at last look is similar to this. It is just that we can do the same thing in a more organised fashion. This may give us a look of a police force from some peoples point of view. But we only stop a group of goods which we can be very sure is enroute to the Outcast forces. Simply hoping that they will run out of funds to operate thier fleets, by targeting thier main income source cardamine. Which just happens to be a highly addictive substance. It would not matter to us if it was H-Fuel from this standpoint. We would still want to cripple our enemy (Although of course we couldn't attack due to rules). As In-RP we have a lot less vessels then them we are using guirilla style warfare (I am Including all player ships + NPC's. As they would all be the same in such an arguement. If you think of it this way CR is outnumbered by Outcast shipping). Taking out thier supplies.
So to finish Police force no... Colonial Military attacking in a considered manner yes.
