After having the opportunity to die a second time to these douchebags, I must warn you people of the bombers you will meet every day in New York.
The rules state you may not engage without notice, right? Well they are. But you have No way to actually prove that.
Why?
Easy. You jump out of the lane and see a pirate in a roc bomber. You begin to rp how he should leave before you bash his pretty little face in, while you type you loose your shields.
A SN is flying at you, and right before she hits, a wall of a geniously long rp engagement notice appears.
Player1: Well then, I do not have any choice, do I? Have it your way then! Weapons hot, let's dance!

This is the one reason to never stay still and type...I learned it the hard way.
What they do is group the debs and SN and type out a engagement notice while sitting infront of you and do not press enter. they fire all debs and the sn and when your shield fails and before the slower sn hits, they press enter.
Ninja killed and Ss cannot prove anything.
My friends, this is another reason to have /setchattime On as it is the only way to prove you were killed like that.

From the situation your giving, they engaged -BEFORE- giving an RP Notice.
And thus, broke a rule.
Unfortunately the only way to prove that series of events occured. Would be to video it happening. or be able to get a screen of them taking out your shields before their Engagement Notice shows up.
Engagement as I read from the rules is based off of shields being damaged below 50%, ship rammed, or a CD launched.

The other night one did something similar, cept in this case they dropped two nuke mines. By the time combat officially started, I had no shields and was flaming.

Two: This is an old trick perpetrated by well-known server veterans as well as the little-known pvpwhores. Some people would rather just not have you destabilize their fragile world without three pages of forum RP, place 'what should be' over proper in-game ettiquette and think they're above the rules. The one time I've had this happen to me I had the good fortune to move just in the nick of time, so the razor hit but not the SN.
