Should local faction/pirate bases have some missions with increased awards?

I'd say instead of mixing them with lower-pay missions, designate one base each faction for the high-level ones, either using that to draw attention to a dead system or putting it logically on a frontline base such as Palermo in Eta, those bases in Omega-41, or Planet Leeds.

Harder missions - yes. But if you want harder missions, make the NPC capships have less power! I got killed in literally one second when I accidentally took a mission againt 6 osirises! (i was in a bhbc)

Actually, this should be the basic motivation here. Designating a single base with higher paying missions would be great if that base is in a system that really lacks activity. People would have at least one reason to visit those systems.

Increased reward overall? Not so much, but bringing at least some bases up to the same level as higher level missions? I like that idea. Perhaps it could be at newly created bases? For instance, for the Unioners let Leipheim have the high ones. I mean, a lot of unlawful bases (Holmfirth and Kaiserslautern as examples) don't seem to even have any - this would kill two birds with one stone (and we'd get paid for such stone throwing).

I disagree. Discovery Roleplaying Server is focused around player-player interaction. Not just with people you are friendly with, but also those who you are hostile with.
Discovery is not about PvE, it's RP-PvP. And obviously this formula works. Other mods have much better PvE than Discovery, such as 88Flak. Hum, I wonder why they're not as popular as Discovery?
Let's face it. Shooting NPCs is fun... for like... 5 minutes, and then it becomes tedious and boring.

While that is very true, it seems like it would depend on specifics. I mean, there's a difference between letting missions be equal to trading and making Gaians have similar missions as Corsairs. The title is a little ambiguous.

Indeed. Leipheim looks like the best candidate for Unioners with a pair of missions paying higher rewards. A single base would do it for each faction.
