Has to be Oblivion. It certainly wasnt the 'worst' game ever, but was the biggest disappointment. I expected far more considering both the length of time we had to wait and the original massive scope and content of morrowind. I think bethesda got lazy and decided to just leave the game to the modders.
There was so much more to do in morrowind, lots more factions that were far more fleshed out, and more diverse characters, storylines, quests and locations. I was so disappointed in this game that I even felt the need to send bethesda a strongly worded email, and I shall be visting the bethesda head office..............just as soon as the restraining order is

From what I've seen, every Elder Scrolls game is very different from the other ones in the series. A lot of the people who liked Oblivion didn't like Morrowind, a lot of the people who liked Morrowind didn't like Oblivion. As TVTropes has said, there's apparently more fans of a single game in the series than there are fans of the entire series.
But yes, Morrowind was great.
As for games I didn't like:
Final Fantasy 8 - While the appeal of most of the series has dropped off (I really only like FFIII, FFV, FFT, and FFTA2 now), I enjoyed the card game in FF8 more than the main game. That should tell you something.
Doom 3 - Every attempt at a scare was easy to see coming, and a Doom game actually managed to halfass the action. That shouldn't be able to happen. But, oh well, I still have the good Doom games.

Im going to throw a big hammer at you ... I loved FFVIII. Only thing that pissed me off was the way to get new weapons and how certain items were attainable only once in the whole bloody game ... meaning if you missed them , you can say goodbye to your shiny Lionheart...
The card game was kickarse though. Me and a friend of mine are actually thinking of printing down the cards, making decks and playing with them.
