BHG|Core-Estal & Junius have been sanctioned for:

5.6 If a player engages cruise engine or docks with a station, jump gate, or trade lane during a PvP
fight, this player has fled the fight. The fleeing player must leave the system and may not re-enter the system
where the fight took place with any of the characters on his/her account(s) while the enemy (player or players
involved in the fight) remain in the system until four hours have passed from the time the fight ended.
Using cruise engines to catch up with those capable of thrusting at higher speed than you is not allowed.
Trade lanes may be used to pursue or catch up to other ships under any circumstances, even if the other
ship has not yet fled as described above.
The fleeing player can fight in self-defense if attacked again while attempting to leave the system after
fleeing.

Seeing a little too many of these recently, and the the obvious part is underlined once more ...

Fined all credits and guns, sanction notes in respective holds.

I shot to fragments a corsair ship, then an other OPG ship escaped. I use the cruise engine, because i think he use cruise engine and fled the battle. I want to see with my own eye as OPG ship leave the system. Then OPG pilot [OPG-S]El.Nino tell to me that its a rule violation, because he dont use cruise engine just the truster.
I tell to OPG pilot, i will not engage him. Then other incoming OPG ship and [OPG-S]El.Nino attack me.
The other OPG die, and i tell again to [OPG-S]El.Nino, i will not engage him.
Then [OPG-S]El.Nino going far away, and fly into the radiation field between two sun in O 15.

1.6 Player who is violating a server rule can be warned in the game or on forums. If the player does not ignore the warning, does not repeat the violation, and tries to reduce the negative consequences of what he/she did, this player would not be sanctioned.

Warning is optional. In case of a violation, especially a serious one, sanction can be applied straightaway.

I think this sanction too hard for a mistake.

I like to see the evidences.

The BHG's faction policy states:

4. If you incur a rule violation in which a Discovery Admin posts a sanction, we reserve the right to remove you from the faction.

The Council of Guildmasters considered the following proposals with relation to this sanction report:

1. Removal from faction (0 votes)

2. Punishment

Fine - 50 million to be paid to the faction (double the last fine) (6 votes)
Grounding of his ships (2 votes - 1 for a 7 day grounding; the other for a two week grounding)
Note of reprimand (2 votes)

3. No action (1 vote)

Here are some of the comments made by individual Guildmasters in their deliberations:

Any further violations should result in ejection.

I recommend that the accused receive a 50 million credit fine, in addition to having the ship involved in the infraction grounded for two weeks and receiving a note of reprimand.

If the accused gets sanctioned again, maybe the only option at that point is expulsion.

Estal's always performed solidly and he's a reliable, relatively active, and engaged player. We need to drill it into him that he's not to cruise to catch up, ever, but fining him or kicking him out over what appears to be a misunderstanding or, at worst, a relatively minor offense is downright silly.

Removal from the faction is a non educating measure - no action is just closing the eyes before a problem. - a 50 million fine hits where it hurts - but it tells the person - "do it once, and it hurts, do it twice, and it ll hurt even more - 50m is just the start if it happens again".

So I am for 50 million. - there is no need for a further "sanction" additional to the official sanction. - 50 million - and when its payed... we don t speak of the matter again. ( no hard feelings )

The fact that the reporter seems to have made no attempt to contact our faction about this is disappointing. I feel that a double punishment might be a little harsh. That being said, the faction must be seen to police itself.

Conclusion:
Estal is fined 50 million credits by the faction. He should contact me by PM to arrange payment. No other action will be taken and that will be the end of the matter.
