I would like to ask that the Brotherhood be given the rights to allow Corsair Osiris, as the Shipyards in O91 are the only Corsair base selling the Osiris. This will allow us to make sure the Osiris is used responsibly in the Corsair fleets and not spammed.
Also, for factions that have been around a long time, do we get the free cap 8 too?

I do believe that technically we should be in the list for dispensing Zephyrs. Although we don't have indies, and won't really hand out Zephyrs to anyone but our own officially appointed commanders, which are extremely and painfully small in number, it's a point of decency, as well as us actually owning Singapore Shipyard which produces the Zephyr.
Colonial repped stations produce the Zephyr, therefore, we have it under authority as well.

looks OK in theory - in practice it is lacking all over.
it comes down to a blanket authority in a corset of a ruleset that is hardly objective but only subjective. - that alone is not really a problem per se.
what is a problem is
1 - what to do when you feel unfairly treated?
2 - what to do when ooc relations affect judgement?
point 1
is there an institution to complain about the applied authority? - like... what when your license was questioned by the person in charge. - is the holder of the questioned license guilty ( like in a sanction report where you are guilty unless you prove your innocence ) - or has the person in charge have to provide evidence of your inability to responsibly RP a capital warship.
is that evidence discussed by a neutral team? - has the "offender" the right to participate?

lets pick an example of the past. - we had that forum account "akumibato" ( or so ) - i daresay, no matter what he would have done, no matter how hard he would have tried - he would not have gotten a license, cause it wasn t "fashionable" and "popular" to side with him to give him a chance. - while it is - at the same time totally UNTHINKABLE to REFUSE a veteran player a battleship no matter how rediculous and silly the RP justification is ( or well.... a veteran member of the community can probably get the same thing for a lot less efford )
all in all - we are not talking about some pixels anymore - but about hard currency... the currency discussed here is real life time. - players have worked their spare time for something to achieve - and we are talking about taking the achivement of real life time away on a subjecitve base.
when a faction turns out to make or have made biased or unreasonable decisions in favour or against the favour of players too much.... it requires an institution to "remove" the person in charge and replace him with someone that is less biased.
power is good - but only if power can be taken away when the power is abused. if there is no way to remove that power, the power becomes absolute and absolute power corrupts after a while. - so i d like the point to "appeal to the admins" a bit more elaborated... who has to provide what kind of evidence. how is it discussed etc. - players must never feel helpless.
I have another question. What if a faction decides that it doesnt want to be responsible for regulating cap ships. What if they dont wish to take part in this?
So would factions who became official shortly after the 500m came in get theirs back plus a cap 8, or would some sort of rollcall or show of activity be required?
