What mostly likely was the case is that the e-mail he used was marked as one used by spambots.
Hotmail or Gmail would of course never be blocked, but mine for example was a random free e-mail service here in Croatia.

No, my Hotmail and Gmail accounts have both been denied at least twice before being accepted as not a spambot.

However, sometimes it gets through without any problems. (I suppose it depends on the forum handle?)
