Well, I have a dragon cruiser at the moment, and I have to say, the forward gun sucks.
It deals less damage for less energy, but the dragon cruiser's turning (if memory serves me correctly) is worse than the liberty cruiser, the projectile is TINY, and it might as well be a fighter gun/torpedo.
With it being completely tiny, its hard to hit anything. Even a Kusari Battleship can evade that thing...
So, is there a chance of it being buffed? Higher refire rate? More damage?

I didn't know the Libby cruiser's forward gun could turn. What have I been doing wrong?

I'm still hoping that eventually, some day, we'll get beam-type forward guns for caps. It'd work perfectly for the lib cruiser or dragon cruiser... just a high refire gun with a long projectile, that does the same damage per second as a normal forward gun or mortar but takes concentrated fire.

On caps, I don't think this would work well. I just can't see it happening.
Beam style weapons I could see working, you thinking about something similar refire to the SP Lib Cruisers? If I remember correctly they could refire before the projectile trail dissipated making it look like one constant beam, this would be great to do with forward guns, perhaps just the cruiser ones?
Doing that I would think would require a nerf in damage to energy ratio, I'm not sure how balanced it would be if you could spread the damage better, as missing a shot now provides a large loss in power gen, but missing a couple of smaller shots would be far less punishing.
As for the Dragon Forward gun, all Forward guns with the exception of I would say the Lib Cruiser are a bit weak in visuals. The Bretonian Gunboat one is OK and probably better than the rest of them, For example the Kusari Gunboat Forward gun is a bit too generic. I would vote for something to have a bit more "Epic" effect or just better visuals for all of the Forward guns, they're supposed to just put down lots of firepower as they are guns, not turrets.

Of course, that would be great!
However, a "beam" (like 8.33 refire) wouldn't work too well. In my opinion.
They really should give it a yellowy version of the Liberty Siege Cruiser forward gun. Right now it looks like a Gunboat forward gun if I remember right.

Here's the stats on a light mortar:
Hull Damage: 150,000
Shield Damage: 75,000
Range: 3480m
Speed: 600
Refire: 0.25
Energy: 1,000,000
That's 37,500 hull damage per second (18,750 shield damage per second), with a cost of 250,000 energy consumption per second, and an efficiency of 0.15 damage per energy. For a beam weapon, you reduce the damage dealt per shot and energy consumed per shot to increase refire rate, it keeps the same balance, but has a more interesting effect. Now granted, it would be more difficult to use, as you'd have to keep a sustained 'beam' on the enemy to do the same amount of damage the mortar would do in one go, but if you miss the shot you arent going to waste as much energy as you would with a mortar either.
So the beam weapon would look something like this:
This weapon does the same DPS for the same damage per energy as the mortar, but requires 4 seconds of sustained fire to put out the same damage that a mortar does in one hit. The advantage, like said before, is that when a mortar misses... you still lose 1 million energy for nothing. If you miss with this thing, you'll lose a few hundred thousand, unless you keep the fire button held down.
