And it's true, with the names you've given at least. Ktayn is just a nice guy and it comes through in his characters, and watsas is harmless on his LWB too. My guy varies a little but he's mostly pretty harmless too. And as you said, we're probably the most active three, so it colours the faction. Baconsoda and Zapp are a lot more hostile and aggressive, but they don't get on as much.
It's also part of the faction's make up game-wise too. LWB is a small faction, so it tends to attract roleplayers rather than pvp-whores, and the poor roleplayers want to roleplay with everyone, which tends towards give-and-take which tends towards them being pretty soft. Pvpwhores in rheinland largely end up with the Hessians or in the Military. As an example, the Police are pretty soft too. I've had conversations in Berlin on my LWB with an RM and RFP, and had the RFP trying to talk the RM out of attacking me.
For me at least, it's also part of a confusion about what the LWB are about. Due to my much-broadcast issues with the economy, we can't really do what we're supposed to do. Synth Foods have done a good job getting their faction going, but they're only a few people. Fact remains that Synth Paste is a terrible commodity, and everyone taking food off stuttgart powergames it as 'good' food so we're pretty helpless there. I don't pirate Rheinland workers because hey, before synth foods came to town, I was a Rheinland worker, and I want to be one again. Liberty traders I obviously hate, but they're banned. Kusari traders are hated too, but they never drop down to Stuttgart. Bretonian traders are like the LWB. They're too damn nice. Bowex faction and indies have given us well over 40 million by now. It's good roleplay but it's not us being fearsome, and their good attitude in the past means we can't suddenly become really hostile.
Which really leaves our piracy targets as independents and Zoners. And I have no idea wtf is up with zoners and us right now, there is powergaming coming out all over the place and it's a huge disgusting mess. I'm tempted to just ignore all the ridiculousness and pirate them all massively anyway, because it's really my only option.
I try to shy away from fighting the RM and RFP, because the way I see it, they shouldn't really want to. Bar rumours all back up that we're see quite sympathetically by the Rheinland population at large, so I don't want to launch attacks on them all the time.
So yeah, ultimately, it's a combination of the players currently in the faction, the sort of players drawn to this sort of faction, what faction this actually is, and the situation it finds itself in due to a war and the current economy.
But yes, you're correct. We're not mean guys. That is why. Not defending it, but just saying why.
But like I said, Baconsoda will pirate you for 5 million whoever you are, and Zapp will gladly take on the whole RM single handed. It's who you get. And right now you're getting us spineless nice guys.
Yeah, that can be an issue, but I'd say things are also related to the general ship type you run across. Characters in LWBehemoths are generally in such and not, say, bombers, because they're the less combative types.
That's also one reason I'm diversifying my LWB characters a bit to get some less nice ones (instead of just having one or two with 5 variant names).
A question has surfaced in the Phantom Feedback thread, which I thought needed the attention of both sides of the situation. It takes two to tango, in this case.

Many, many factions, particularly the unlawful ones, are in a conflict with an entire House. Even the smaller ones. So that means they would only really need to fear the Phantoms if the Phantoms were stronger than a House (otherwise, they wouldn't be tops on the worry about list). And if they ARE stronger, why have they yet to do anything? Even their major attack on Cambridge seems to be less than what a group of Corsairs did to Cork.

About the hand holding with all pirates, I've always assumed that the unlawfuls/pirates are more scared/wary of angering the Phantoms than they are of the lawfuls. Still like Virus says, I'm surprised that some groups haven't tried to push them out. There's lots of RP opportunity between much of the pirates and Phantoms.
So, your faction has listed the Phantom empire as either friendly, allied, or neutral, or failed to mention the Phantoms, who are widely known as rather horrid, dangerous blokes, who may well call down reprisals from the house, or other houses, or even the corporations which might otherwise aid you.
A number of us are wondering what the rp justification for aiding such a dangerous group of maniacs is.
Last time as we started to complain in RFP, it worked and since a time they are active and good. I want to accomplish this in LWB and Unioners aswell. I don't when did i saw from you guys real activity
