No, a Gunboat's role is anti-fighter. Anti-matter cannons are anti-cap. Besides, it's already way too easy to kill capital ships without throwing them another awful blow.

She speaks the truth, capital ships are somewhat underpowered when you consider their role. We can never seem to decide which way our balance is tipping :/
No need for this. A full loadout of half pulse cannons and half battle razors does the job well enough.

What do you mean, they arent designed to be anti capital? Sure they can be, they just wont be able to be very good at it. I still see Battleships with all solaris + flaks mounted. What do you say to that? Is it a jack-of-all trades ship? No. It sucks against caps. You could damn well make an anti cap gunboat, there should be no reason to restrict this by having no anti capital weapons for gunboats.
I have both anti fighter and anti cap weapons on my juggernaut, and I can equally pwn a mako or a corsair drednaught (at least, in controlled battle simulation environments...) I can minimally defend from bombers, but that is not the general purpose of the Battleship class.
