Press F9 before you are in scan range. It brings up ship type and affiliations.

A perfect opportunity to hire someone to go group with you to do missions. Put an advertisement to Employment Office and enlist help.

You didn't need to use /droprep because Zone guard rep was second.It's same for me,and I think it's same with all guard reps.
They are always second,doesn't matter if they are full flashing like norma rep.

My order guard rep is at the Bottom and flashing, not second.

Okay, Cannon said that an admin changing my rep to suit my zoner guard ID is not possible.

Order bribes, then find people who are doing Order repping missions in Minor. Ask to join their group, and just sit by Toledo the whole time. And find yourself a movie to watch while they do it. (And, please, don't do it when the server is full - someone else may like to have the slot to play in. I understand your need for the rep, but... Play another character, at least. Something wouldn't sit right with me about idling to rep on a full server.)
