A Kusari BS shouldn't attack, let's say, Alpha or any other pirate system in that kind. Same for any naval-armed-military-navy BS.
And for the Corsair attacking in bretonia, I would say no.
It's known that the Bretonians will tear it apart with no effort. The corsairs are at war against Bretonia, but this is not a war that they could win (based on BSs attack). No matter what the player stats says, the Bretonia army is bigger than the corsair army.
From my point of view, corsairs (and any other pirate faction at war with the local lawful house) should hurt bretonia, hunting traders, attacking tactical groups, and that kind of things. Sending a BS to be destroyed isn't the best for a group of pirates with less resources than the lawfuls.
They should use those BS to strike the outcasts which are their N1 Enemy, and of course, BHG.
Use your BS to strike your major enemy.

Note that BHG Battleships are not allowed outside of the Omicrons, which limits what 'pirate systems' you can invade.
But remember, just because you have a Battleship, does not mean you'll be able to go in by yourself and pwn everything and everyone and be invincible. Two good bombers will kill you, three will comfortably tear you to shreads. Four or more, forget it, you'll be better off in a Light Fighter.
Just so you're warned, a solo battleship will go down fast and hard (insert 'your mother' jokes here) if you don't have a decent escort, especially in Bretonia or Liberty.

OC Dread can technically go almost anywhere... However, the OCs have a sort of arrangement with Bretonia, so likely wouldn't attack them. Also, other local unlawful factions may not be happy with a OC battleship moving into their territory, but there's no rule against trying.
