From evidence provided I must conclude the LNS-Hawaii did use illegal tactic. I vote for Administrative fine. This conclusion is based upon the circumstances the LNS-Hawaii was facing. In the thick of battle one can make mistakes and I shall not cashier a fine officer for defending his ship and men under such odds. However, Commander Sturm and the LNS-Hawaii have broken regulations so I propose a fine of 10 million credits to go into the SA general fund, with the Court's final approval.

General order: SA does not fire upon trading vessels even if Red in our HUD (Only exception is if Faction at WAR with SA). However, if trading vessel is carrying contraband and does not remove they shall be one with the VOID.
