I think we need to increase the luster of Houses in general. Entice people to expand. Bretonia is silent to me, Kusari is where my Consortium hangs out, Rheinland is half my OSC route, and Liberty.. Ew. I'm glad that I only have to stop once there. On the other hand, the Discovered find a good crowd there.
Even if I wouldn't touch Bretonia with a mile long pole, I still try to encourage people to check it out. They usually end up smugglers, but.. well, I guess it gives KSP and BAF a chance to have fun.
I get on my MND and try to give it some life. Know what I find? Traders blockade running. That is all. I killed one and he had the gall to say, "Rheinland is corrupt." So most of the players don't even know what the hell is going.
"THE HULL HAS BEEN BREACHED AND THESCIENCEIS LEAKING OUT!"
But what more then announcing it on the forums and preaching it to the characters in-game can we do? Some seem resistant to learning effects.
Currently the leadership is working on a solution, in order to revitalize Rheinland as a whole. And I hope that with 4.86 the activity will increase drastially.
In my opinion, Kusari needs more work than most of the other houses. Or perhaps thats just coming from a Kusari person.
Rheinland... Meh. I have an MND and thats it. I don't often find things to do - except annoy das wilde, which I did on my order. But yet every second day I can see raids by the RHA, wilde, etc.
Those things happen once per 1-2 months in kusari.

Look, if we catch blockade runners, they are added to a watch list. If they manage to escape, they are announced enemy of the state and are put on the high priority kill list. Then they avoid Rheinland and threat us with all kinds of blackmail and rule lawyering if we blow them up on sight.
My problem is, that the RM is expected to work that way. We HAVE to be harsh and strict. And our RP approach is killed by the fact, that no one cares about that. They use their bloody ZBTs and give a damn for the RP conventions. If they do not like their profits to decrease due to the high level and amount of RP, they go somewhere else.
I don't get it. So were are threatened with inactivity because we role played. Why does this happen?

In my eyes Kusari and Rheinland need closer ties. I am preaching this for a while now. I contacted Kishiro a long time ago now, but nobody responded. We could do so much stuff with our factions.
I'm thinking of pilot exchanges with ALG Waste Disposal, cooperations in mining and so on. I am willing to help the Kusari companies with my tool.
A system that has been suggested before could help:
Starting noob systen. One-way jump holes to noob systems in that partcicular house. I think the reason Liberty is so popular is because people spawn there. Perhaps if they had the oppertunty to go somewhere else right away, and be able to do some good there might attract them. For example, I hesitated on going to Rheinland at first because the NPCs give me nightmares. So I stayed in Liberty. Did some missions until some kind soul gave me 10 mil and invited me into the IMG.

Yeah, thats an interesting proposal. Kishiro are unfortunatley allied to the GMG...
I'm not sure if Samura would enjoy you either.
However, mainly, Kusari and Rheinland are meant to be close allies. Not only through shipping but also through diplomacy.
Perhaps it is time for another Kusari cooporation?

Why should the GMG be a problem? Currently the GMG and our government are negotiation about a prospering future, to forget the Big Eighty and cooperate.
I have no concerns with the GMG as the leader of ALG. Kruger maybe has, because of their wishes to be part of the H-Fuel market, but ALG is neutral to the GMG. If we can raise the player count on both sides with common sense... why not?

Well, Kusari and Rheinland were arch-enemies after the Big Eighty. But the times changed. Nowadays Kusari should be our biggest ally, doe to the war with Liberty. Bretonia supports Liberty and Kusari wants to destroy Bretonia. So it would be tactically clever to ally with Kusari. Pure political reasons.

Then therefore, the GMG should be one of the first people you contact - Samura will just about "no" the entire thing, and the official Kishiro leader is... Here but doesn't appear to respond much. I haven't seen Kishiro active in ages.
Also, seeing as I read the wiki alot, I do believe that Rheinland has the friendliest relations with Kusari, though still maintaining an alliance with Bretonia.

Suddenly the pirates and unlawfulls came back to Rheinland space and it got quite a good population and some action.
Now talking about the "Yes, it is the new mod". Maybe the new trading system cuts off the traders from Rheinland. No Traders means no Pirates around. No pirates....you know the rest.
Its pretty much the same case in Kusari, not so much bretonia for some reason. The KNF barely sign on, mainly because there is nothing to do. Its probably the same reason in Rheinland.
Take liberty for example - lolwut/non-lolwut pirates are everywhere, therefore, the lawfuls have plenty to do. Maybe encouraging corsair activity in Rheinland?
