Although I use Photoshop, sometimes Paint.net covers the basic needs so well I forget about it.

Try it, you might like it. It's a mix from the old Paint with some of the functions Photoshop has.
Besides, it's free.

I've heard good things about Gimp, much as I can't make anything half-decent with it myself. It's also free software, and it has pretty much all the major features that Photoshop does, as far as I can see. It's just the interface that I'm unfamiliar with, but if you use it often, then I suppose that may not be a problem.

I have this love affair with Photoshop, though. You wouldn't be able to get me to change from it if you tried.

As I've said before, I HATE GIMP.

I <3 Paint.NET. It's nothing like MS Paint, regardless of what you've heard. I've had photoshop battles with my friends, and I can do everything they do in Paint.NET. If you learn how to use it, you'll love it. I suppose you could say the same for GIMP, but I will never use it enough to love it.

The best are:

Easy:Photoscape
Complex:Gimp

I personally prefer Photoscape, but it's for n00bs.

EDIT: These are free.

Come on! Be free!

GIMP is all you'll ever need, untill you can get photoshop...
It's arguably as powerful or more powerful than Photoshop. the interface is the only thing that seems intimidating. and that can be overcome easily with a nice tutorial.

GET GIMP.
:D

I did not say "better", I said "arguably as powerful or more powerful" (although one could argue "better" as well based on the points that GIMP can read a whole ton of file formats, is free, is constantly under development, is capable of using PS brushes and plugins with the right addons, and etc...)
You can do amazing things with paint if you know how to and are willing to spend enough time doing them...

And add ons do help...
