It wouldn't help, as all the Pirate ID'd gunboats in Liberty would just turn into (more) OC ID'd gunboats in Liberty. It's not like they would lose anything in the switch.
Well, Trader ID's got a loss of cargo maximum cap because people were all using them and not corporate ID's.
Same deal here. I say remove gunboats from them. It would make people perhaps join a real faction instead of loling around in their generic pirate gunboat that has no story on how they aqquired that Tridente and or Corsair GB, and let alone how they get away with intercepting/abusing Outcast ZoI...

I agree with you for once, indie Pirates wouldn't be able to afford it, pluse less generic Gunboats.
By this logic, we should've removed the BHG battleships. There was plenty of complaining about them back in 4.84!
Come on, I'm sick of saying this already. Changing the rules will not fix the problem. It won't get rid of the gunships (they'll just change IDs), it won't make them RP, it won't fix a damn thing.
As for the RP... having played other space games, I'm increasingly wondering about the logistics of a lone fighter being able to go all over the place like they can here; logically, it'd be freighters, transports, and gunships making most of these trips, fighters would have to stop for refuelling and supplies far more frequently. Perhaps too frequently for such a trip to be reasonable.
But, I'm sure there's some background info that hand-waves the problem away rather than actually explaining how it works. The Daam K'Vosh make this kind of "explanation" so much easier.

Independently operating something which takes several people to operate, construct, and invest in is rather...contradictory. Factions have the ability to work as a group to buy/construct/use these things, but, an individual generally does not.

That would also rule out just about all independent transports, as well as some bombers and freighters (if I recall correctly). An independent pirate crew isn't really hard to conceive.
It doesn't cost a whole lot more to get a gunboat than it does to get a fully-kitted bomber, and it actually costs less to maintain.

Really? By THAT logic, We should remove cruisers/battleships requirement of having Guard ID's.
