Yep, there is a section in the message plugin's ini file for the banner that shows when you log on.
And about your theory on how it works... That's not the case, because as soon as you use /restart, it overwrites your character file with new information - including time logged on, which means it would think it's a new character.
So what if it would think the char is a new character after using /restart?
If I'm right at looking at what your saying, /restart sets the character playtime to 0. That actually fits the Disinterested Character bit in that someone could have a character that they've had for 11+ minutes, but they decided they were going to build their RP elsewhere, under a different faction. They /restart, but they lose interest in the char and thus it is deleted by FLHook after it goes 7 days without getting over 10 minutes playitime..
So, you still use what I suggested, making FLHook look at the character's playtime to determine which welcome message to send it.

There, the reason why we should keep the /restart command.
Maybe yes, its good when you create your first char for a faction to fly there and look at the place, but when you need to create other chars in that faction, its not necesarly fun to have to fly 30 minutes just to go there, while with the /restart command, you are there in an instant.
And dont forget it makes repping for gallian factions much easier.
