Read it again. That has nothing to do with the amount of time you're locked out of the system:

That only deals with the "grace period" after you've died in a system. You have ten minutes to get out and may not attack someone, but if someone attacks you, you can fight back.
Then it means self-defense is a vain strategy if your attacked before you can leave. Self-defense should be removed, and instate a rule that say's that no parties may engage in either under the time limit or attack if leaving said system.

It ain't broke, so there's no reason to fix it. It's not an issue that's been had with the rule.
