The problem is that Discovery, like it does with everything, way over-exaggerates it.
Yeah, that's the thing. Give miners the ability to pirate, and you end up with an awful lot of miners pirating. You might hope that they do it the 'right' way, only pirating to ore fields, in between other mining, being inconspicuous, but you have to assume that most will not do it the 'right' way.
The mining system doesn't necessarily need modified, but the Miner ID does. At very least limit where they can demand ore to the border worlds and possibly independent systems. What's the point of corporate warfare when the independents get a better deal?

Yeah, IMG can commit 'unlawful acts' (including ore piracy, presumably) only against certain people and only in certain places. Indies can do it anywhere, to anyone, which sort of annoys me. One, they don't have the resources to commit corporate warfare without the support of a corporation, and two... well, one pretty much sums it up.
However, if miner piracy is going to stay, I request that smugglers be able to compete in this way as well, as they're more unlawful than miners.

Congratulations /D/iscovery, you have lolwut?!ed your way to bigger pirate spam.
Now the Kusarians will spot a lovely grou of rich junkers shipping up to Narita to sell stolen goods.
Good one.

You seem to have overlooked the fact that most Kusari's are hostile to Junkers. A Junker won't be able to dock with Narita. At least my Junker cannot.
Well... even if they are Junker, they will be able to dock anywhere, since they don't fly Junker ID. The fly a miner ID and are considered lawful. That is the problem.
We have pirates that just buys a miner ID and freely pirate and dock anywhere without any problem what so ever. If they were hackers, pirates, rogues or junkers the police and bounty hunters would be on the lookout for them.
But now the are lawful and their piracy is obviously considered lawful and legal.
Doesn't look like a good move when it comes to game balance.

*readies hammer*
I can do nasty things to lolJunkers. I have done before. I doubt they will be whored, though. The PTrans is miles better than anything the Junkers have for piracy.
