I am inquiring as to the availability of purchasing said station privately.
It would, of course, retain its Freeport status and all citizenry would be free to remain as residents. But I understand that the station has been operating at a loss, being in such a remote position. It is also difficult to reach with supplies, I refer to the Water Crisis of early last month.
I would like to know the price of the title deed, and would assume all operational costs, as well as the costs of defending the station. Assume any debts owed by the station, and abide by all treaties.
Please contact me shortly once you have considered a fair and reasonable price. I assure you, I will make it a viable station and prosperous.
Freeports are not 'owned' by anyone, nor would we allow anyone who is not a Zoner to control them, regardless of what they would pay for it. And your information is false, the station is not operating at a loss due to isolation. All of our stations are isolated. It's not operating at a loss at all. The water crisis was the result of some clumsy transport pilot, not the station's location.

While what silvan said is true, it is not entirely accurate.
We do not operating at a loss, mainly because we do not operate with the intent of making a profit. it is rather close to how the coalition intends to have its economy run. We do not export anything except small amounts of information, and keep the station running with the money that we receive from those who dock and buy goods while exploring the local systems.
in the end, everyone who lives and works aboard the station makes a little money, and doesent have to live under the laws of liberty.
Now, I cant sell you the station. no one can. But if you are intrested in subsidizing the upkeep of the station, then I am certain that most of the inhabitants would approve.
Of course, if you would be as kind as to tell us what plans you may have, then it would be easier for me to convince my fellow zoners to accept you.

In the past, the leasing of Freeports has come into question. Not long ago, the Colonial Remnant inquired about Freeport 6. I would be open to a lease of the station as it would be more revenue that's coming in.
Yes, I wouldn't mind knowing more intentions of the revolutionaries although it does seem that they keep to themselves.

As you know, efforts are being made to strengthen diplomatic ties between our two groups, and to this end there is a need for trade to begin.
Trade requires a trading post in neutral territory, one that we can easily reach, easily defend should the need arise, and one that will ensure that no accidents occour between Zoner Civilian vessels and Coalition Military Forces.
To this end I would like to privately lease the Freeport, declaring full and total neutrality and extending the no-fire zone around this station to blanket the entire Yukon System. Efforts will be made to expand the docking facilities and market areas to make Freeport 14 better able to meet the demands of a tax free trading zone between the Coalition and the Zoner Alliances.
Yukon is also ideally suited to ongoing scientific research, and we would be looking to establish a research facility aboard the station to measure the Quantum effects of Jump technology on local astrological bodies, a highly specialized research team will require support, support this station will find easy to supply, at an increased profit to them.
We would seek to have administrative control, assume full responsibility for all station costs, supply and defense, as well as paying any leasing fee the Zoners require over the station. The citizenry will retain full democratic rights, as well as being able to operate businesses inside of the Special Administrative Region, or SAR.
In exchange, we would ask that the Zoners provide a diplomatic mission to the station, as well as divert all trade destined to the Coalition towards the Freeport where it can be met by Coalition transport vessels for escort back to Omega-52. Also, as you know, we also have a group of refugee families that are seeking a home, and every effort will be made to relocate them to FP-14 where they can settle and prosper.
This would be seen as the first step in establishing a trade link to your nation, while preserving the sovereignty of Omega-52 and Coalition territory.

I will need to discuss this with the other inhabitants of freeport fourteen, but i think that you have a good chance of being allowed to do this.
However. before you try and lease our station, you should know that it can currently just over one hundred and fifty people. currently we have one hundred and thirty eight full time residents, and the station would require large additions to support any more.
The coalition may enforce a system wide NFZ if you wish, but we would require that you call it the coalition no fire zone outside of the standard five clicks no fire zone that the zoners enforce.
As for trade, the citizens of this station profit from any goods that stop in our station, so i am not one to argue with that.

As Mr. White said, any Coalition-ran no-fire zone would be outside of the standard 5K Zoner no-fire zone. Inside of the 5K, no-fire zone disagreements would be handled by Zoners only, not the Coalition. In the past we have tried allowing others to police our no-fire zones in several locations, and each time it turned out to be more a curse than a blessing. I'd also discourage you from making all of Yukon a no-fire zone. First, if the Liberty Navy hears you trying to do this, they may be tempted to come to Yukon to stop you or take some other action. Also, no-fire zones today are mainly in force to prevent damage to our stations, so making an entire system a no-fire zone doesn't quite fit that goal, but is 'overkill.' Just a suggestion, our station's 'territory' is simply the 5K distance around the station, what happens outside is not our jurisdiction.
On the issue of leasing, I think we can lease the use of the station, including several parts of it.. However, the station itself would remain under our 'flag' so-to-speak. The Zoners. The Coalition would be considered a lease only, such as with an apartment. The facilities are used by someone, but the building itself is still property of the original owner.
And as was also mentioned, Freeport 14 would require extended habitation modules to sustain a larger population. Since these people will be from the Coalition, it makes sense that they provide the funds to build these extensions, which you have already agreed to from what I understand.
My only issue is that it seems like you are trying to make Freeport 14 more 'property' of the Coalition than just a simple lease..

At no time will Freeport 14 become a part of the Coalition. The objective here is to establish a neutral zone for trading and diplomatic purposes. Thus the Special Administrative Region status.
We seek to defend the station, our interests within in, and the traffic too and fro from the station, not to impinge upon any rights there in. If the station is attacked it will be our responsibility to defend it, and we will defend it for all parties in the system.
Liberty may consider this an affront to their manifest destiny. However, if they bring trouble to a system not their own, they will be the aggressors and not us.
I give you a firm guarantee here and now, that Freeport 14 shall in no way be annexed. But operational control of the station should rest with the inhabitants of that station.
We will appoint a military commander to the station, for the matter of safe guarding it, but it is clear that the station belongs to its Civilian government.
Also I would like word on the diplomatic representation to the station, it may be possible in the future to add additional Embassy's to the station as needs expand. This is crucial if we are to make any progress towards diplomatic ties with you.

High Command has appointed Lt. Commander Gabriel Mao ((OORP: Turkish)) to act as our Militarty District Commander if the lease is approved. He is an ideal selection to head up the leasing of the station and to head the expansion project due to his existing relationship to the Zoner's and Zoner assets. He is also a fair and diplomatic minded individual who will ensure the rights of all in the system.
Now I must address and clarify some points. We are looking to lease the whole station, not just sections of it, this is not a half measure act. If we are going to be paying all operational costs, expanding the station, building an Embassy suite there, then we are going to have to ensure that we can operate as we need to.
To say that we are leasing a room is not ideal, we are looking to lease the station, docking facilities and the surrounding Yukon system. Our vessels taht will be using this station will be transports and freighters as well as their escort vessels and any vessels deemed needed to safe guard operations and safty of construction facilities in the Yukon System.
We are talking a significant capital investment on the part of the Coalition here, not a simple repainting of some quarters.
Our population is quite significant, and so trade will be equally significant as this is the first time we have attempted any such trade alliance. Shipping will involve a large number of heavy transports routinely plying the transit route. As you can see, we are taking a great risk in this endeavour, but the rewards will be equally great, rewards that Freeport 14 and its Residents will directly benefit from.
We are looking for a neutral port here. We are willing to concede the civilian government and administration of the station, but defence of the station will be within our purvue. This is a contingent issue of the lease, we are not looking to shift the station into Coalition hands, nor to control docking access, we just want to ensure that our vessels involved in this trade endeavour can dock with the station, and the escort vessels will have the same opportunity. It is a long and dangerous journey from FP14 to Omega-52, better handled by our vessels than by Zoners who have had significant issues with pirates in the Omegas. We are not willing to subcontract Coalition lives to neutral parties, we are more than capable of escorting our own. Nor are we willing to have your vessels put into harms way by this journey.
As for the NFZ, this will be obsolete and un-needed as the whole of Yukon will be shut down to hostilities. But we have no problem with a civilian enforcement of the NFZ around the station, you have our word, as you have in the past, that none of our ships will violate this EXCEPT in self defence of our assets AND the station itself.
WE WILL NOT ALLOW ANYONE TO HARM FREEPORT 14!
This we consider to be one of the highest objectives of the lease agreement. Considering recent events surrounding Freeport 5 and Corfu, you can appreciate the importance of having a military Ally with significant counter-terrorist experience standing ready to defend this station with full force if needed.
