Since when do the brigands control the gallic black market? You're mistaken, that job is handled by both the unione corse and the junkers, the brigands have very little hand in it.

i think they are makin it up since most of the crap they are saying isnt supported by infocards or the wiki. I still think maquis are my best bet.

As for the Maquis, you are welcome to try diplomacy with us. I don't recommend it, though, since we're likely to shoot you, hang your lifeless corpse on the front of your ship with the words "not bloody likely" carved into your chest and send it back through the jumphole to Outcast territory. At present juncture, anyway. It is certainly true that we want to undermine the Gallic government, but if at all possible we'd like to do it without losing our friends (the only reason we're still alive- the Maquis are the ultimate team players, both relying extensively on others and providing the distance to do what must be done and "taking it for the team") or poisoning the well. If we did de-stabilize the government via cardamine, we'd then have to contend with our new enslavers, the Outcasts. If Council loses further ground on the popular front or is pushed far enough from the cities that we might be able to specifically target military installations and patrol groups to get addicted without risking getting the civilian population being hooked, we'll get back to you. But until then the answer is no.
