No, not anyone. While Corsairs using Sabres has been disputed somewhat, there is absolutely no reason the Gallic Royal Navy would ever fly such things. There are also people whom you'd think it would be a white cell for, since it's more than a bit unusual- for example, while the Bundschuh would have such a cell green, the GRN would have it red and the Corsairs would have it white at best. It does vary, and even if it didn't it can't hurt to put it on there. "Civilian Sirius-wide" is on there and 95% of it is green anyway, after all.

And about the whole Corsairs using Sabres argument...

Corsair battle technology is part of the Corsairs' national identity, and most would be loathed to use anything else, viewing foreign ships and weaponry as inferior and unreliable.

That's your answer there.

For information only, Corsairs cannot use civilian ships, nor weapons.

Corsairs are limited to the Corsair line of ships only (this -thanks Virus- DOES include the Osiris).
Corsairs are forbidden to use civilian weapons.

Corsairs have been warned and sanctioned for using civilian ships and weaponry, having used them against Outcasts in Eta and I'm guessing, got reported for it.
As I say, for your information, but also as advisement for any wouldbe corsairs reading this.

That's because they already got their awesome Tizonas/Coladas, which makes Debs worthless and unbalanced for their ships, which get huge powerplants.
