I speculate the delay is due to the success of their other games: remember the coming Left 4 Dead 2 DLC and constant TF2 updates. You might want them to place their efforts elsewhere, but Valve's time and energy are definitely felt in other areas. How do you guys feel about this? Please use words other than FFFFFFFUUUUUUUUUUUU...

Ach, i'm not surprised to be honest, Valve seem to be getting more and more involved in 'side projects' much like Left 4 Dead and Left 4 Dead 2 DLC, etc, etc.
At least there are (hopefully) good games like Mafia 2 and Red Dead Redemption out this year (again, hopefully) to ease the pain of no Half Life.:P
Srsly, that's lame, it's not whole game they need to make, with everything new from start, if they started something better finish it then, now to wait another year for it, blahh, I will forget about it.

Yes, according to some "people who I know", its because of the engine update. The current engine has no chance of rivaling current FPS games and Valve missed the train of "release it in due time", even for EP II, where they managed to fix things with TF 2 + Orange Box package deal.
This time, they have no such chance to do it so they will have to go for an update, which means "time".
Valve loves their 'physics-glory' a tad too much. But the facial animations and how they get the emotions across with the voice acting and writing is just awesome.
I hope they get their priorities straight.
