If an Order ship is acting like an ass ANYWHERE, he can be called out on being OORP. IE, blasting Bretonian Capital ships in New London. Why? Cuz I wunt, lulz. That might just equal a nice sanction.
However an Order ship in New London, doing things the Order might do (Recon, research, shooting nommies etc) would not be sanctionable unless they act like an ass.

Was tried in 4.84,and many people were sanctioned for "restricting" ship's. Also you say you cannot fly this because.... and you will get a crap load of people buying them just to PvP the peep's telling them no. I myself will buy an order cap, just to prove you cannot stop me(just kidding) but you see my point.. do you not?
I've seen it actually working in .84
PvP whoring somehow didn't help them as the majority of players around was supporting the official factions in enforcing the restrictions.

Their roleplay would be better, the war in the Omicrons would be better, roleplay with Nomads would be better... really, pretty much everything would be better this way.
Solution to Order Cap Spam:
Make it 'inRP' for Order caps to be rare.
Oh wut, the fighters can't survive in the Omicrons without support?
