I think restriction nothing more that gunboat is good as it is. If you take gb from pirates ( than you would have to take from freelancers and merc as well) your not giving a chance to people who do not want to join faction. I think they are enough damaged that they can`t use anything bigger. And its balanced that way.
I think a SNAC up da arse is worse than a gunboat. Won't worry too much about it, gunboats are just easy target for law enforcement people.
The pirates we really gotta fear are the bomberwhores. My capship can't track them, fighters have a hard time hittin since they just run around till ready to snac again. In other words, even if you have 10 escorts, its useless. Rush in, snac you, 'EVERYONE FREEZE!!!' pay up or one more snac ur dead.

Anyway, I am all for it. Remove the things. How someone who is "independent" gets a Gunboat, a massive weapon of war, is a good question. It's not like gun shops hand out free samples. Gunboats are heavily armored and armed pieces of machinery. Your "average joe" in space wouldn't fly one just like an "average joe" pilot on Earth wouldn't own an F16. It's just that simple.
Furthermore, it wouldn't affect faction membership at all. Just get a new ID. Hang out in Liberty? Get a Rogue ID! Hang out in Rheinland? Get a Red Hessian ID. It's not complicated in any sense of the word. In fact, the only thing it would hinder is that ability to go somewhere else on a character who just died, which is rather OoRP. I mean, who gets over exploding in a period of five minutes? That person must be really used to exploding all the time...

Diving into a role does not mean the the role is always extraordinary. In fact, that is quite elementary. Not everyone can be extraordinary, and the vast majority of people should really be the average people. I would love if there were a million five-star-generals throughout the US, but, there just aren't. Mostly everyone is more or less "normal". Does this mean you have to be normal? No. It just means that the fact that you are just a person and the chances of you getting something that is utterly amazing is pretty low. This is even compounded as you aren't part of a faction and so getting its technology either takes a great amount of capital or a great amount of trust. And with 3% of people in the US being in the "wealthy" margin according to Citi Group statistics, that isn't very much...
So, I ask again, how many independent pilots fly Boeing 747s, an even more common civilian plane? Not very many. Why? Because it's expensive and you need lots of licenses for it. Most people in Sirius do not have that much money, nor can they take the time to get all of these "licenses", which are often arbitrary and stupid, especially in a pirate setting.
