I was thinking about the problem of the battleships and then I remembered the old days when I flown the barracuda and the anubis, and then I noted nobody is flying those ships.
Due to the level 30 limit, no battleship can attack a fighter bellow level 30. So, thats the idea that I propose for factions so that they can have battles between fighters only and nobody be able to switch to capships: start to use the old ships.
My idea was to divide the ensign rank into five:
Ensign 1 star: uses a light fighter, like the dagger.
Ensign 2 stars: uses a heavy fighter, like the stiletto.
Ensign 3 stars: uses a light fighter mk II, like the scimitar.
Ensign 4 stars: uses a heavy fighter mk II, like the sabre.
Ensign 5 stars: uses a super heavy fighter or a bomber.
The same can be done with lieutenants and wing commanders. The two first ranks will be under level 30 I think, thus evading the use of capships. There will be no need to spend too much money with new recruits. And when the new recruit get two stars, he can maintain the old ship, thus having two fighters.
Not only is it ridiculously difficult, It defeats the purpose of the game. We would need a completely new game based on a wholly different set of parameters. Freelancer is about becoming better, going from the noobflier to the Saber. We can't completely rebuild the game. Not even Igiss can do that. And besides, if we can't escalate conflicts, we can never have a good war. If we can't do anything against a flight of Titans but send some Sabers against them, it defeats the purpose of capships. The entire point of cruisers/gunboats in a battlegroup is to make sure the battleships don't get nailed by torpedoes. The escorts don't even need more than a couple big guns. That's what they're good at.

Actually it would just make for more need for true Role Play witch is after all the reason we are here. I have to agree the idea is sound, the problem is the noobs and the people that are already problems. Pirating in a GB is bad enough, but make it a BS and you are a pansy. I miss the old days when you really had to be a pilot to be an effective pirate. Now every goon is a pirate and has a GB since the fighters aren't strong enough... BOO HOO ...

Of course, this will only work if all factions implement this, not just one.
well some of factions don't have such variety of ship classes...and i am sure they wish to fly their own ships instead of civilian ones...so it can bring more problems...
i dont mind if everybody flys VHFs...as long as they can be killed with HF or LF mk II and with skill
also most factions already has Bships limitations by rank
A) 1-allow only official discovery player factions to use capital ships (to reflect that it takes more than one person to aquire the materials for such a ship.) 2-limit the number of capital ships each faction can own at any one time, (that way a faction would only choose its best and most active players for those slots.)
or
B)Make capital ships so prohibitively expensive that it would take only a strong faction with member support to aquire one. Picture 5 or 6 active trading characters trading consistently for 1 or 2 months before they have enough cash for a battleship and you'll get what I'm seeing. This would mean that only good charismatic faction leaders with the necessary organizational skills and member support would be able to get a battleship rather than any random unaffiliated loner.
Perhaps too strong a pill to swallow for some of us, but either of those two options would ensure that fighters always outnumber capital ships. It would make trade and commerce between factions more important, as well as diplomacy.
I do happen to like that idea, of allowing only factions and things like that to fly battleships, however, I do not like the idea of having the battleships super expesive. Nobody wants to spend ages trading over and over and over again just to get a ship that is going to get destroyed 50% of the time. Its just not worth it.
Something else to consider would be to make the capital ship main weaponry "dodgeably slow" non-guided projectiles. This makes capships deadly versus other caps, freighters, stations, and whatnot while fighters will be able to survive them, even when they can't really damage them. Some turrets would of course be smaller anti-fighter turrets, but they wouldn't be so overwheming as it seemed to me earlier today.
