Esteemed politicians of Bretonia,

I write this letter in utmost secrecy, and it is my expressive intent that you keep such privy to only the most worthy of eyes.

Though you are familiar with this, allow me the privileged to outline a part of Sirius's history.

After the 'Nomad War' in 800AS, the Kusari Empire fell to new powers. In the years that followed, various factions of the government fought each other for control via subtle political movements. In 806 the Kusari we know today was born, a nationalist fundamentalist movement. They incorporated Kusari as a whole, and subsequently overran approximately 90% of the house with their supporters, both lawful and unlawful... leaving only a small corner in the northeast under control of local thugs or other hooligans...

We now have this bloodbath, 813AS sparked this new era of strife. After mere border disputes the Kusari Empire attacked and voraciously assaulted the Tau's. Now, they lay on the very doorstep of Leeds with your men doing what is asked of them as they should.

Pirate organizations began using Kusari-controlled stations as a base of operations. Under the Kusari government, piracy was able to use these stations as a place to train and indoctrinate fighters, import weapons, coordinate with other pirates, and plot terroristic actions.

And they were allowed this.

From the peaceful bays on Kusari was a regime of degeneracy launched, denizens all over Sirius suffered, bled, fought, and in the end died. Because of the so called light of gains that kept this house from upholding the very statutes we all jointly agreed to.

After numerous attacks on Liberty space and several bombings of government facilities were linked to these organizations, we ordered strikes on militant staging areas in Kusari. Liberty officials pressed the Kusari Empire to desist these organizations and also allow military forces from Liberty to operate in the area, these requests were denied yet the Empire remained at a position to apprehend them at any time, after calling for known members of these groups operating on Kusari maintained stations to be surrendered to LSF custody. The Empire repeatedly rebuffed the demands, and such continues to this day.

Liberty Security Force Special Activities Division paramilitary teams were active in Kusari at this time under covert discretion, monitoring the movement of local authorities, military forces, and the leadership of these bands of terrorists. We've concluded that they are in league with each other, we tracked them through various organizations, pieced together the puppet show.

We've considered giving Kusari an ultimatum,

* deliver the leaders of these organizations located in Kusari to Liberty authorities
* protect foreign journalists, diplomats, and aid workers in Kusari to stabilize the region.
* close terrorist training group in Kusari and hand over every terrorist and their supporters to Liberty authorities.
* give Liberty officials 'full' access to Kusari to verify coherence and the closure of these stations.

Yet we then look at the other side of the pond, our long time allies, Bretonia...

Your under siege, you are ransacked by the Mollies who have swindled you time and again, the Corsairs commonly make incursions and take up nearly half of all unlawful activity in the Border region. Though you have went through your own share of scandals and struggles, you do not openly nor conceitedly support the actions of murderers and terrorists.

This is why I write to you today, you stand true to your word that was given by your ancestors. You uphold the universal laws, treaties, statues, conventions of Sirius and when all of us had been at each others throats at the turn of the 8th century, you stood and pleaded for us to open our eyes and embrace peace.

Because in the end, it was a war of vengeance, but now it shall be different. The Empire of Kusari has openly supported and harbored those who would otherwise threaten the stability of the colonies. Thousands have died because of their actions and dishonesty, this cannot be allowed.

I propose this to you, as members of the Naval Alliance Treaty Organization we stand together. The Liberty government supports Bretonia in their ongoing effort against Kusari's totalitarianism regime. We (Liberty) wish to move against Kusari as soon as possible, we intend to conduct a swift series of attacks to destroy the KNF and reforge Kusari into a proper government. Speed, tempo, and a coordinated campaign will see to this. The Liberty Navy will render the Naval Forces combat ineffective after we are done with them.

Yet first we need to activate and reorganize our forces to this, it will take considerable planning, petitioning and time to bring our mass to bear. I know and realize that the ability to quickly maneuver and bring as much firepower to a set point as possible in the most expedient manner is key in this age of modern warfare, yet to get such off the ground has always been a slow crawl.

I see no reason as to why you might find a complaint or otherwise deny this letter, we wish to assist you against what we perceive to be a common enemy so I shall cut to the point.

There is no doubt that Liberty Forces will get involved in the future, yet we must act now until conventional forces are able to intervene. Under the pretense that you will work with us, I wish to orchestrate a meet in which we can organize a logistical assistance to your Armed Forces until our own are able to act, a bolstering of your supplies in more simple terms. In addition to coordinating logistical support, we would also like to help you in any way we can.

Perhaps organizing a Inter-house Security Assistance Force / ISAF compromised of Liberty military assets or similar. We can offer you the intelligence provided by the Liberty Security Force, support staff and personnel who can assist with training.

ADDNOTE: I do not imply that your current training doctrine is wrong, I merely wished to convey that we may assist in your training operations, allowing you to process the same or a larger amount of recruits in the same or shorter time.

Liberty is here willing and waiting, I know by now you are thinking us perhaps crazy. Rheinland is upon Bering and Hudson, even New Hampshire and now we wish to get involved in your affairs? Rheinland is no threat to us, and we are waiting for a circumstance that will allow us to 'steamroll' over their dwindling military forces and rout out the corruption that led to this war.

Do not worry about us, worry about yourself. We are here willing and waiting as I have stated, you see that we recognize the damnable actions that the Empire has condoned, and we to wish to move against them. Naturally I do not see you rebuffing our offer to help, so unless I should run out of parchment...

When and where shall we meet to start this? To coordinate logistics and any other help that you are in need of, send your reply through the most confident agent and secure means. If this should be done it must not be known by anyone until it is our time to act.

Lord Canning read the paper thoughtfully one final time, before handing it to his Private Secretary to be destroyed. He sat back in his chair and twiddled his thumbs. Intreguing. Possibly a bluff, of course, though in their present situation such a chance could hardly be so readily dismissed.

His desktop communicator bleeped and a the transcript of a brief message came through from M at MI6 Headquaters, confirming the source as genuine.

He had made a further 4 copies of the telegram and dispatched them via secure delivery to the offices of the Prime Minister, Queen, Minister of Defence and Fleet Admiral. Now he waited for a consensus to be reached on how to reply...
