No it can't? But caps are still terrible anyway. And are treated badly too. Really don't need anything bad happening to them. Coming from a guy who's never flown anything bigger than a bomber in a fight.

Leave caps as they are, people will keep saying "stronger, weaker" depending on their experiance with caps.
i find caps allmost perfectly balanced. Personaly only adds/downs what should come are:
Battleship guns dmg reduced (turret dmg 30% reduced, heavy guns dmg reduced by like a 30 to 40% too) They shouldnt THAT much stronger as the cruiser guns.
Also their shield regeneration could be reduced to 3k
Cruisers/destroyers are just fine as they are.
Gunboats/Gunships:
Every gunboat/gunship should have a forward gun with a gun what does or mass shield dmg or mass hull dmg. (100k shield dmg or 100k hull dmg)
Their armor should be increased with like 35% and all their weapons should have a dmg increased of 20%!
I thinkthese changes would balance them perfectly. Battleships would get a great nerf(balance) and gunboats would get a boost(balance)
Also i think snac dmg should be reduced by 10%, and the projectile speed should be 150PS.
Transports: Should have reduced hull of 30% and shields reduced by 50%. Cause its like impossible to pirate them now with a VHF, u need a bomber. And if u bring the bomber, u get police on you who u cant beat cause they fly away everytime their shield goes down lol.
But those are atleast my ideas about the experience i had with them. Might be very bad things, also good things i dont know: This is my opinion, and i have the right to have an opinion ^^

To lower the amount of caps, maybe its a idea to have a special "Capital ship training". A training mission u can get and if u succeeded in it, your allowed to buy a cap? Or maybe your only allowed to buy a cap with the permission of a faction. Would lower the freedom afcourse, but also lower the dumbos with capital ships acting cool, shooting everyone around and stuff..Something what would make being a cap user special, other then just know how to trade much heh.

I mean really, gunboats fight smalls, not being the uberanswer to all except for too big bomber spam. Cruisers and above should fight gunboats and other capital class vessels, while battleships should be the behemoths, the pride of the fleets, not just ships that are taken down instantly by 3 bombers because they wont ever hit them.
Basically now
Bombers > Caps
Caps can really only serve as RP platform, and in liberty, about 10 seconds before
engajin!
Ohz, and I have 2 battleships and a cruiser. I still kill folks in all kinds of ships. Still I feel a balance is issue nau.
