First of all, your mere unauthorized presence in Zone 21 itself is enough to warrant you death or life imprisonment under federal law.
Second, you fly the most powerful warship known to be possessed by a Class 0 Terrorist Group, namely the Order. If you believe you can do this in the middle of the most classified area in all of Liberty, firing upon our personnel and disobeying orders from both Navy and LSF staff, you are most deeply mistaken.
Third, you fired upon and possibly murdered Liberty personnel. That is a capital offense under Liberty law, even if we gave your trespassing upon areas even our own officers cannot enter without High Command authorisation a total and utter pardon in court.
Fourth, I am sick and tired of the attitude of Zoners towards Liberty law. You are in our territory, this is our law, and you will obey it or face the consequences. Your claims of neutrality mean absolutely nothing to us, save that you equally harbour the worst elements of Sirius in the same manner you would harbour the best.
So, if you think that being a Zoner, and protesting neutrality is going to protect you from the full and total force of Liberty law, as a wise man once said;
"Our house, our rules."

.. The following data is to be reviewed in response to the incident with a Zoner-tagged Osiris in Zone 21.
After a long night of patrolling with the Scottsdale and a Navy Bomber pilot, we take notice of an unknown contact in Alaska on long range scanners. We believed it to be a smuggler at first, but when we arrived at the JG it seemed something far worse was awaiting us;
.. I personally did not see the Scottsdale or anyone else engage the Osiris as it's Commander claims. When we reached the gate, I found myself immediately under fire. His cannons must've had an overall range of atleast 3.2K. I should also add that the Osiris surely shouldn't have felt so threatened by a VHF, a Bomber, and a Gunboat; I couldn't help but squirm a little in my seat as I realized this capitol ship was gunning to kill us. There was no warning shots from him or any sort of vocal responses, he was too far gone in shortlived bloodlust. Simple fact of things is, it took alot of effort for him to kill that Bomber, and he did this all intentionally. It was a conscious choice that he made, just as it was a choice he made to continue firing upon Scottsdale and I to the point that we had to flee, wounded.
After destroying the Navy Bomber, he began to engage Scottsdale, though he was able to fend me off aswell. Eventually, we were forced to retreat. I was unable to pull any further data from my Avenger's blackbox, but once we reached Manhattan this "Zoner" began to offer us snide remarks and subtle threats. There is no excuse for an Osiris battleship to be flying through Zone 21, or anywhere at all in Liberty, in my opinion. I suggest the pilot be blacklisted and kill on sight for his transgressions against Liberty, there's no reason as to why we should tolerate any of this garbage. Between Zoner tagged transports smuggling Cardamine and unknown artifacts into Manhattan and capitol ships killing our compatriots, I can't say that I feel so comfortable these days around any Zoner vessel.

Stoped a Zoner Bomber, designation: Senya' entering Zone 21 from Alaska earlier and proceeded to scan. Before I had given clearance and asked the pilot their purpose in Liberty the Zoner engaged cruise engines and sped off remarking "LSF just shut up" then "I've fought the Keepers today in Delta today - DO NOT ANNOY ME!"
I declared this vessel as hostile for unauthorised usage of Z21 and failure to follow military commands. I chased the Zoner to the Trade lane and disrupted it and engaged, shortly PRF Pancamo appeared and finished the bomber off.
Let me remind all LPI SA and LSF Zone 21 is a Military controlled area, passage to lawful vessels may be permitted only if directives are followed and you are subject to a complete scan. Unlawful vessels will of course be destroyed on contact.
There will be no more hiding behind Zoner credentials thinking you are immune from house law. An engagement with the Keepers is not an excuse to do as you please. Zoners are welcomed in Liberty but you will halt your vessel upon command in any part of Liberty when an Officer demands it, you do not move again until the Officer gives permission.
I have been in the past leniant regarding lawful vessels to pass through Z21, perhaps it is time for total shutdown? Only LPI LSF and SA craft may access Zone 21 and all other craft will be turned back or destroyed? Should that be policy Officers? I ask for guidance from superiors and discussion from Officers.

My advised policy towards entrance of Zone 21 (federal-military law and regulation);
No ship of any kind is authorized to enter the area of Zone 21 (defined as the sum area of the minefield and the system itself) without direct authorization from the President or acting Executive of Liberty, Navy senior staff (defined as Navy personnel of Captain rank or above) or Liberty Security Force senior staff (defined as Liberty Security Force personnel of Captain rank or above).
Lethal force is authorized towards unauthorized non-military or police ships attempting to breach Zone 21, and unauthorized military ships may be disciplined according to the powers of the Liberty Navy Discipline Catalogue 770 AS. Unauthorized police ships may be disciplined according to the powers of Liberty Police Inc's 816 Directorate, Section 7. Liberty and employed ships are authorized to stop, search, eject, fine up to 1,000,000 and escort out of the restricted area unauthorized non-military ships within the restricted area.
Lethal force must be used towards unauthorized non-military or police ships within the system of Zone 21 itself.
Permanent passage through Zone 21 for any entity may only be granted by direct cosignature of the LSF Director and a Fleet Admiral of the Liberty Navy or the authorization of the President or acting Executive.

I personally think it would be within our best interests to obtain "sway" with someone on the Zoner Council in the hopes of resolving this issue quickly.
In the past week, I've caught numerous Zoner IFF'd/tag'd transports hauling Cardamine, Artifacts, and so on. I also encountered, oddly enough, a Zoner tag'd Liberty Cruiser not far from Pittsburgh. When Scottsdale and I began to question him, he immediately became defensive, eventually fleeing the scene and docking on Pittsburgh. I'd personally like to know exactly how Zoners are gaining access to Order and Liberty technology, and not only that, but.. Why are they flying vessels which were designed to be harbingers of death and destruction to begin with..? Quite a "neutrality" statement, if you ask me.
It's my personal (extremist) opinion that if it's larger than a Bomber, and it isn't tagged as Bounty Hunter or Liberty, then it should be engaged on sight. There's no reason as to why we should be allowing battleships into Liberty unmonitored, I have family here just as I'm sure all of you do aswell. Things like this are a threat to more than just the Liberty Armed Forces, you know?
.. I realize the Zoners are likely very loosely organized, but surely they have some sort of universal code that they all must adhere to in order to maintain control over the collective..? To be perfectly honest, with each show of buffoonery I see it becomes increasingly difficult to discern the difference between a Zoner and any other Outcast, or Corsair, for that matter; the fact that they willingly choose to live an isolated life in the Border Worlds should state boldly as to what they must feel about normal laws and regulations, and honestly it's abit suspicious to think that anyone would want to dwell in places like the Omicron's and so on. I don't think we should trust anyone who feels the need for that much privacy. The Zoners seem to sleep at our enemies' bedsides essentially, and being the entrepreneurs that they are, how are we to know that they aren't selling Liberty wares and information to our enemies..?
.. Does Liberty even really need the Zoners for anything? Do we rely on them for any sort of resource..? If not, I would question their reasoning for even coming near Liberty to begin with. For all we know, they're refueling Xeno and Rogue bases while we aren't looking, you know? And if that's the case, then I say we tag em' red ASAP. We could call it "preventive maintenance."

If the Zoners are flying Liberty Cruisers, then they are clearly in violation of federal laws prohibiting the theft of military vehicles, and federal laws prohibitng the theft of military capital ships.
I demand an explanation for this. HOW did this individual acquire a vessel restricted to high ranking Liberty Navy personnel? WHO gave him authorization to captain such a vessel? WHAT is the vessels registration? IF the Zoner indeed, as I suspect, stole it, then I demand the Zoner Council immediately discipline him, as we will not tolerate the theft of our property or the flagrant disregard for Liberty law shown by many Zoners over the past months.
If the Zoners do not get their act together and rein in their own, I will move to open a closed conference on the legal status of the Zoners as an organisation in Liberty, and order my men to give extra scanning attention to any entering Zoner ships in Liberty. We have already had an incident of a Zoner ship aiding and abetting a group classified as one of the most dangerous terrorist groups in Sirius across all 4 Houses, our allies in the Bretonian Armed Forces report numerous hostile incidents between Zoner ships and Bretonian Armed Forces vessels, insulting of our personnel, entrance into the most restricted area in all of Liberty, firing upon our personnel and the harbouring of a wanted fugitive.

.. The Liberty Cruiser had a Zoner IFF. Sadly, I did not collect any actual data as I should've (or normally would've), though I do have another LSF agent (CALLSIGN:Scottsdale) as witness, hopefully he can provide the answers you seek. All apologies sir, it was a hectic day and I can't even remember the name this Cruiser flew under. He did not show any signs of hostility, though the Cruiser itself I would classify as, "an intolerable display of force and mockery." Especially since he felt the need to run away.

Do not worry Agent, it was directed towards the Zoner Council. Though I am not your commander, I am extremely pleased to see you performing your duty for your country and for the Liberty Security Force.
I checked the Scottsdale's logs and found a record of the Liberty Cruiser that Agent Mellanby mentioned which will be forwarded via secure channels upon request, however; as there is no mention of a pilot/ship with this Liberty Cruiser's name on the Zoner Registry, I don't think that it is the Council of Zoners' responsibility.
The other pilots; Vendhyan and Senyaare on the Zoner Registry so, in my opinion, we should collate our evidence and make an official complaint to the Council.
