From time to time I have gone into Liberty in a non-liberty cap ship - not to pirate or to create any disturbance - but in RP to visit the captain of BS Missouri - for a game of chess and a glass of wine.
Also I have from to time gone into Liberty in a non-Liberty gunboat - for in-game recruitment in Pennsylvania.
Off course such actions require permission from Liberty Navy - or other Liberty-officials - since non-Liberty cap ships are not allowed in this house. The same rule applies to the other houses.
Now my problem is this: I cannot show anyone a proof of the acceptance of my presence - and sometimes there is doubt as to, WHO can give me the permission to enter Liberty - is it LN, LPI or LSF - or all of them? Is it any LN ID-ship - or only [LN]-tagged ships - belonging to the official player faction?
So I propose a simple solution: create an Access Permission commodity - which can only be bought at the Guard systems of the official autorithies in the particular house - thus it can only be bought by players that can dock at Guard bases.
The commodity should be expensive - say 1 million credits - but it has no re-resale value (or say 100 credits) on other bases than Guard bases of that house.
The commodity is only valid, if carried by a vessel, that is not hostile to the house - so a Hessian gunboat cannot bring it to any good use in Rheinland space.
The commodity can only be used in the house, where it can be bought - so there has to be different "colors" of permissions - one for each house (much like the cargo pods)
If the buyer of the permission wants his money back - the official authorities should be obliged to buy it back - at the fixed price.
Off course this leaves room for a black market for these permissions - but it should be allowed for the house authorities to force a buyback of any permission for it's normal price - if the holder denies that the authorities can threat the case - as they would with contraband.
I have also thought of making it a perhisable commodity - but it would have take least 24 hours to make it perish.
I think it's an interesting -idea-, though something like that could be abused. Not to the point that Taxi is suggesting, but anybody who has friends in the Guard could buy them. This completely cuts out the established system set up by the official factions. Sorry to say, but you're going to have to do some forum RP first. It's a good idea, nonetheless.
