Besides that electronics are being phased out and light based devices are being phased in, what else is there to know about sirius electronics?

For example, If i bought a personal PC on manhattan, what specs would it have?
What units do they measure information storage in?

How would any of us know? Why does it matter?

Just create something that is reasonable if you need it for part of your role play.

What makes you think light based tech is phasing out electronics? You are aware we have electronics right now that utilize light right?

Seriously, go nuts. It's not all that improbable that you'll see the first 1 Petahertz processor within your lifetime ("Moore's Law" - now defunct due to the limitations of current commercially viable materials - would've put that date in the mid 2020s) so the figures involves could be astronomical. We'd be past Yottahertz anyway, which is 24 zeros in comparison to Gigahertz, which is a measly 9 zeros. In perspective:

1,000,000,000
1,000,000,000,000,000,000,000,000

In fact we'd be so far beyond this that we'd have to invent new names if we were to continue expressing things in this manner. It's far more likely we'd be dealing in the terms of quantum mechanics, and that's a kettle of fish you really, really don't want to get into.

Suffice to say, make something up.
